CARITAS Switzerland (CACH) has been working in Ethiopia for more than 40 years. Currently CACH cooperates with national partners in Ethiopia. Recently, CACH has successfully been registered as an International Non-Government Organization in Ethiopia and has therefore become operational at project implementation level. CACH’s main working fields are the field of agricultural development, and food security, WASH as well as supporting and implementing emergency and relief operations. Our current working areas are in Southern and Eastern Oromia Region and SNNPR. CACH supports and implements currently different projects in these regions.

Summary of Duties

The MEAL Expert directly works on all related MEAL processes and activities required to maintain and improve programme quality over the course of project implementation and ensure and demonstrate positive impact on beneficiaries’ lives. S/he works with technical oversight from GIS M&E Officer at CO level and directly support the PMs and/or area coordinators as well as the PAs. S/he is responsible to conduct field monitoring and evaluation activities and requirements for projects and programmes present in their area of operation, in line with Country Strategy 2021-2025. This includes, among other responsibilities, keeping track of activity implementation and output indicators collected and measured by project teams; overall collection, summarizing, compiling, dissemination, storing and timely reporting of all forms data generated from the CACH projects with a key focus on submission of timely, qualitative and quantitative reports to the Program Management Team, donors and relevant stakeholders. Undertaking monitoring exercises and preparing and checking evaluation plans using results framework, Kobo toolbox and other relevant tools; disseminating monitoring and evaluation findings with GIS/ M&E officer and Programme teams and ensuring follow up and documentation of action taken in weekly, Monthly and quarter meetings and reports. Finally, s/he will also assist in strengthening CACH Ethiopian accountability mechanisms in close collaboration with all CACH staff in Ethiopia.

Main Areas of Responsibility

  • Participate in writing monthly, quarterly and annual reports and submission of reports to Zonal and regional government offices
  • Overseeing with the GIS / M&E Officer reporting deadlines, reminding relevant staff about the deadlines, reviewing and editing periodical reports to various stakeholders
  • Ensure Corporate Design aspects across reporting and office communication
  • Participate actively in the implementation of MEAL processes by providing technical support and checking quality
  • Develop, adapt and roll out tools and technological innovations for collecting and analysing data with an aim of improving the projects
  • Participate in developing an M&E Plan, M&E work plan and indicator tracking matrix, in line with the project’s thematic standards and practice.
  • Generate programme monitoring, reporting and information management plans
  • Pioneer the development, review and utilization of data collection, monitoring and reporting tools
  • Support fellow team members in capturing and documenting best practices and success stories for learning, reference and dissemination
  • Maintain a tracker of key action points agreed at review meetings and disseminate progress of implementation
  • Work with the field teams to ensure that project indicators are tracked through regular field visits
  • Review all reports to ensure that data provided is reliable and accurate and that target indicators are met, and explanations provided where indicators are not met;
  • Plan and organize quarterly joint and participatory Routine Data Quality Assessment (RQDAs) and data analysis to guide action planning meetings.
  • Develop and manage database system for monitoring and evaluation and generate periodic reports to inform and guide the programme
  • Provide quality assurance, including data verification, on all reports and information produced by the project by editing and consolidating all reports
  • Support the preparation of Sexual gender Based Violence (SGBV) advocacy materials in cooperation with the gender and social inclusion advisor
  • Assist the setting up of project-level complaint and accountability mechanisms in line with CACH guidelines
  • Maintaining schedules of stakeholder reporting and ensure teams adhere to the timelines and reporting templates.

 What we offer

Duty stations will be Bale field office at Medawolabu and or Negelle field office. The candidate must be ready to undertake frequent field trips to project sites and partner organizations.

Job Requirements

About you

The ideal candidate represents the majority of the below mentioned areas:

  • University Degree in Project Management, Economics, advanced certificate in M&E or very similar with clear links to Monitoring and evaluation Learning; with excellent and proven communication and writing skills (report and proposal elaboration).
  • At least minimum of 5 years and above relevant work experience in a similar position Monitoring and evaluation, reporting level and practical experience at field level (expert, officer etc.);
  • Experience in relevant working areas with other international organizations in Ethiopia; work experience with relevant donor organisations is an asset;
  • Knowledge in participatory approaches, Problem resolving capacity and very strong reporting and communication/writing skills;
  • Excellent command of English, both, in writing and spoken is absolutely mandatory; a good knowledge of Oromiffa is a strong asset.
