Duration of contract: Six Months with possible extension

Place: Ethiopian Public Health Institute, Addis Ababa

Reporting to: National Data Management Center for Health (NDMC)

 Background

The fellow will be hosted by the National Data Management Center for Health (NDMC) at Ethiopian Public Health institute (EPHI). The National Data Management Center for health (NDMC) at the Ethiopian Public Health Institute (EPHI) is a responsible center to centrally archive health and health related data, process and manage health research, apply robust data analytic technics, synthesis evidence and to ensure evidence utilization for decision making by the Federal Ministry of Health (FMoH) and other relevant stakeholders at local, sub-national and national and international levels. Health Economist fellow will support a range of research on Health Economics within National Data Management Center (NDMC).

 NDMC is conducting costing and cost-effectiveness analysis on the wide range of interventions.

First, we seek to estimate the costs of selected child health interventions that are helpful to improve child health outcomes and thereby attain the sustainable development goal planned by 2030. The main aim of the costing will be to identify interventions that are highly impactful to reach sustainable development goal, estimate of the unit costs of each interventions, and project the total costs needed to reach the SDG. A modeling output will help to select ranges of interventions that will highly reduce child mortality. Various scenarios will be used to estimate the projected costs of those interventions. The costing will be performed by using a secondary data from different sources. Outcomes of the interventions will be measured in costs per intervention, cost per case averted, cost per lives year gained, and total costs across year under different intervention coverage scenarios.

 Second, as estimating the cost-effectiveness of the pandemic response and control measures will help decision makers to respond wisely to the current and future pandemic, we seek to conduct costs and cost-effectiveness of different health care response such as testing approaches, treatment modalities, vaccinations, quarantine, use of personal protective equipment, drug stockpiling to the COVID-19 in the Ethiopian context using normative costing approaches by using available secondary data. Appropriate model will be developed to estimate the cost-effectiveness of those interventions .the outcome of the costing will be reported in cost per person, cost per case averted, costs per death averted and cost per lives year gained.

Third, NDMC have been supporting the Federal Ministry of Health by producing different COVID-19 modeling activities. We seek to produce manuscripts from the modeling output that were used to support decision making at the FMOH.

Generally, the tasks in the fellowship will be to conduct the costs of different child health interventions and project the total costs needed to attain the SDG, conduct different costs and cost-effectiveness analysis for COVID-19 responses

Roles and responsibilities

  • Uses various techniques to perform economic evaluation of interventions against COVID-19 and other healthcare interventions.
  • Use various methods to estimate the costs of child health interventions to achieve sustainable development goal by 2030 and generate evidence briefs and manuscripts.
  • Develop manuscripts for COVID-19 modelling outputs used for policy recommendation for the ministry of health.
  • Provides health economics, health care finance and costing expertise/technical assistance to NDMC and EPHI.
  • Support health economics data collection and review, policy formulation, training and capacity building efforts in support of NDMC activities and deliverables.
  • Support health economics evidence generation activities at EPHI.

Produce evidence/policy briefs, manuscripts for publication and technical reports  

Job Requirements

  • MSC/MPH in Health Economics, with demonstrated research Experience
  • Background Health Sciences, economics
  • At least 5 years’ of experience in Health Economics

  • Strong interpersonal, writing and organizational skills.
  • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe.
  • Ability to respond and adapt quickly to changing requirements and competing demands.
  • Ability to take initiative and/or respond independently to situations.
  • Has a good balance of knowledge and understanding across the scientific and analytical aspects associated with costing, cost analysis, cost-effectiveness analysis, and epidemiological modeling.
  • Be familiar with local and international research ethics
  • Demonstrated experience in disease epidemiology of priority and health risk factors in Ethiopia
  • Demonstrated experience in presenting at local, national and international scientific forums 
  • Experience in conducting economic evaluation studies including cost-effectiveness, cost-utility and cost analysis both from provider and societal perspectives
  • Having a publication history of being the first or last author
