Overall Purpose of the Role

The Monitoring, Evaluation, Accountability and Learning officer is responsible to provide essential support to Save the Children program in West Amhara field offices for the program activities. The incumbent will be responsibility of monitoring the DFID addressing unsafe irregular migration project. She/he will be in charge of the planning, implementing, documenting, analyzing and reporting MEAL activities and events of the project. The MEAL officer will also provide MEAL technical support and capacity building to project staffs. He/she will responsible for the effective rollout of MEAL standards.

KEY AREAS OF RESPONSIBILITIES:

MEAL System Management

  • Undertake responsibilities for the roll-out of the MEAL standards of the project
  • Ensure that project staffs understand the various steps and tools for the MEAL system and used consistently in the project
  • Ensure the project is using quality benchmarks as part of their day to day implementation and quality monitoring practices
  • Support the roll-out of standardised monitoring tools and methodologies as required by the project team.
  • Maintain project reporting database that capture program beneficiaries, other relevant data and ensure this is updated regularly 
  • Implement data quality management standard operating procedures and facilitate routine data quality assessments
  • Ensure that project team are regularly and timely collecting performance data against agreed indicators to allow reporting to the donor, stakeholders and for other internal reporting requirements.
  • Ensure functional accountability mechanisms are in place as the four pillar of accountability (Information sharing, participation, establishing and implementing Compliant and Feedback Mechanisms (CFM), and staff capacity building.
  • Ensure that regular MEAL reports are received and communicated effectively to project coordinator, manager and other staffs
  • Ensure periodic report are prepared as per the standard quality, standard template, time frame and communicated accordingly
  • Ensure communities and children know their rights and entitlements, have access to project information and participate in decisions that affect them
  • Ensure communities and children have access to safe and responsive mechanisms to handle their complaints and feedbacks

Learning and Knowledge Management  

  • Support internal evaluations, operational researches, studies and, assessments
  • In close collaboration with project team, facilitate the generating, storing and sharing of learning and knowledge evidences.
  • Document lessons learned and inform/share project staffs and stakeholders
  • Ensure utilization of learning and knowledge generated in decision making and programme improvement

Technical Support and Capacity Building

  • Facilitate/Provide capacity building training for project staff as required. As necessary provide capacity building support and training to staffs for collecting and recording monitoring data
  • Follow projects are maintaining to deliver MEAL requirements as per the MEAL trainings or induction
  • Facilitate the implementation of baseline, midterm, end line, researches and other performance review activities of the project
  • Coordinate and participate in supportive supervision, review meetings and joint reviews of the project at field level

Job Requirements

In order to be successful you will bring/have:

Experience and Technical Competencies:      

  • BA (MSC) degree in Economics, Demography, Statistics, Rural Development, Sociology, or other related fields. 
  • Above two (2) years of progressively responsible experience with International or local NGOs or similar organizations in developing and managing monitoring and evaluation and managing comprehensive M&E systems and tools.
  • In-depth understanding of Results Based Management, project management cycle (PMC); experience designing and using Results Based Management tools such as Performance Measurement Framework and Logic Model
  • Knowledge of qualitative and quantitative research methods.
  • Previous experience using a database system to manage and analyze project data.
  • Excellent computer literacy; advanced skills in Microsoft Word, Excel, Power Point, and Access. Ability to use survey analysis software, including SPSS and Epi Info.
  • Excellent Written and Spoken English
  • Proven initiative and ability to work independently and as a team.
  • Overall knowledge of the region, familiarity with the local culture is advantageous.
