Our Team

The purpose of the team is to ensure a proper achievement of the Ethiopia Oxfam Strategy of the resilience pillar. As part of the Programmes Team, the whole team in the sector of Livelihoods and Resilience will ensure that Goal 1 of the OCS is achieved in quality and timely. This team will work very closely with the Humanitarian team to ensure the link between the long-term and emergency situations. The team coordinates and works with different teams to achieve resilience outcomes – enhance communities’ absorptive, adaptive, and transformative capacities.

Job Purpose

The purpose of the job holder is to lead, coordinate, plan, supervise, and completion of the project on time within budget and within scope. Ensuring an effective team and enabling environment is in place that achieves project results. Oversee all aspects of projects. Set deadlines, assign responsibilities, and monitor and prepare reports for upper management regarding the status of the project.

The project is an innovative and pilot that has a strategic benefit for future Oxfam’s interventions. Hence, the manager must demonstrate excellently his/her skill in project management, research & analytical skills, advocacy, and system change at different levels.

The invasive plant species called Prosopis has been affecting the population by interfering with natural resources and livelihoods which results in undermining resilience. It has a negative impact on the population, livestock, farming, and ecology. The Government of Ethiopia recognizes Prosopis as an invasive alien species causing economic, environmental, and social harm. It has invaded rangelands, farmlands and is threatening pastoral and agro-pastoral livelihoods. The overall objective of the project is to pilot an innovative and scalable model on Prosopis management that will strengthen the resilience of the most vulnerable communities in the Siti cluster, the Somali region.

Hours of work: 37.5 hours per week. This is a full-time role; however, Oxfam offers various flexible arrangements which candidates can discuss with the Recruiting Manager at the interview stage

This role reports to: Resilience Program Manager

Staff reporting to this post: WASH and Solar Management Officer, Livestock production and forage management officer, community mobilizers, and Driver.

Annual budget for the post: €150,000

Key relationships/interactions: The post holder will work closely with the private sector, university, donor, government, cooperatives, pastoralist communities, coordination forums, partners, and Oxfam Resilience Hub.

Screening checks: All successful candidates will be screened through Refinitiv World-Check One to comply with counter-terrorism and financial sanctions regulations.

References: Should you be successful and not already employed by Oxfam GB, we will require a minimum of two references covering five years of employment history.

DBS checks (for roles based in the UK): N/A.

It is a requirement in the UK for a new DBS check at an enhanced level for every new member of staff who works directly with or has regular contact with, children or vulnerable adults in the UK (consistent with DBS guidance and relevant law).

Key Responsibilities

Technical

  • Planning the project activities, schedules and budgets;
  • Write project narrative and financial reports based on the donor reporting requirements;
  • The project is implemented in accordance with the overall strategy and plan and with the full ownership of local stakeholders, including the Somali Regional Government of Ethiopia;
  • Project activities and results are delivered on-time, within the scope, and within budget using appropriate verification techniques;
  • Project documentation, publication, advocacy, and influencing are leading to system change as described in the project proposal.
  • Develop a solid understanding of the best practices emerging from the Project;
  • Support any humanitarian response in the Somali Region as part of Oxfam humanitarian mandate in the country which is a shared responsibility of all Oxfam staff

Leadership

  • Encourage the design of unique, innovative, and experimental solutions to complex problems across the project’s multiple technical sectors;
  • Represent and act as focal point person for the project both internally and externally; and
  • Ensure that gender is fully considered in all aspects of the programme analysis, design and implementation.

Management

  • People management by applying Oxfam’s leadership and feminist principles; develop staffs with the required commitment and competencies for working towards the project; provide direction and motivate staffs to achieve project and organizational objectives
  • Organizing and selecting the project team and managing the project resources;
  • Manage the development of contracts and service agreements (including reporting modalities and joint monitoring) between all parties and the donor within the overall project framework; 
  • Meet budgetary objectives and adjust project constraints based on financial analysis;
  • Monitoring and controlling the project status and
  • Identifying issues and problem areas, finding solutions, and resolving conflicts.
  • Perform other related duties as assigned.

Job Requirements

Essential - Experience, Knowledge, Qualifications & Competencies

Essential

  • MSc degree / Bachelor/ degree in Agricultural Economics, Rural Development, etc from a recognized university/college or an equivalent combination of education, training, and experience required that can bring added value.
  • Minimum of 5-7 years of relevant working experience in research, social innovation management, resilience building (e.g. climate change adaptation, disaster risk reduction)
  • Proven experience in managing projects, researches, contracts, ensuring project delivery, and overseeing project budgets across various cost-centers;
  • Experience in programming and advocacy in the humanitarian and development sector, and resilience building
  • Understanding and experience of programming and advocacy in the humanitarian and development sector, and on DRR, CCA, livelihoods, resilience-building or social protection
  • Demonstrable experience in partnership management and delivering capacity building activities, particularly national NGOs and Government institutions;
  • Excellent understanding of relevant Ethiopian government policies, strategies, program, and structure related to CRGE and Disaster Risk Management in Ethiopia; 
  • Proven experience in financial reporting and analysis
  • Ability to represent professionally the program externally; 
  • Commitment to Oxfam's equal opportunity and gender policies; and
  • A highly motivated, self-starter, able to work equally well in isolation or as part of a team.
  • Fluent in English (written and spoken);

Desirable

  • Practical experience in integrating Disaster Risk Reduction and/ or Climate Change analysis into development, humanitarian or capacity building, and advocacy work;
  • An understanding of action research methodology and MEL;
  • Experience in policy development and in developing and delivering advocacy that has demonstrably influenced governments, donors, and other organizations’ and processes; and
  • Project Management certification is a plus.
