Role Purpose

In Ethiopia, Plan has more than 25 years of experience in implementing its programme. Currently PIE mainly operates in seven geographical areas; Amhara, Oromia, SNNPR, Gambella, Benishangul Gumuz, Afar, and Addis Ababa City Administration on different projects funded by different donors including sponsorship.

Plan International Ethiopia's main purpose is to seek Gender Justice for Girls, Adolescent Girls, and Young Women. We aim to help create an enabling environment where girls, adolescent girls, and young women are safe, valued, equally cared for, and have equal opportunities. PIE will contribute to the global strategy by aiming to reach directly 2.1 million Girls, Adolescent Girls and Young Women over the period of the strategy 2020-2024 and to reach an additional 6.3 million beneficiaries through its interventions.

As Accountability to Affected People Officer is responsible for building capacity to ensure feedback and complaints mechanisms are well integrated to all the project activities. You will travel frequently to local communities and emergency responses.

Key relationships

Internally: The job holder has a close working relationship internally with the following departments and/or functions:

Field teams (all officers); SNNP PA team and CO staffs

Externally: The job holder has a close working relationship externally with the following departments and/or functions:

Program beneficiaries, local government sector offices, particularly zonal and woreda Agricultural Office, Zonal and woreda water development offices and DPPC offices. NGOs operating in the zone. 

Level of contact with children

  • High level of interaction with children

Physical Environment

  • The incumbent will spend much of his/her time in field office and targeted districts where the travel requirement is often.

Accountabilities and MAIN WORK ACTIVITIES

Accountabilities

Ensure gender equality is core to all AAP activities, positioning the project on gender responsive humanitarian action.

Develop appropriate tools and guidance notes in coordination with the project as well as PA staff within Plan International Ethiopia.

Strengthened awareness of AAP approaches within the project activities, including on prevention against sexual exploitation and abuses

Close liaison with the PA Child Protection team.

Develop capacity of project staff to implement AAP particularly in emergency responses.

Support the implementation of AAP sessions during staff learning events to develop understanding of project staff responsibilities.

Document and analyse lessons coming from emergency responses and translate these into changed process or practice and disseminate across the project staff.

Report AAP related issues to the line manager and flag-out concerns in this regard.

Ensure that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant implementation standards and guidelines as applicable to area of responsibility. Including, but not limited to, ensuring staff and stakeholders are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC); relevance to area of work, and concerns are reported and managed in accordance with the appropriate procedures.

Dealing with Problems:

  • The post holder will ensure strong linkages with PA safeguarding teams.

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)

  • Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
  • Ensures that all staff in the unit/function/department are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day to day work.
  • Ensures that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted

Job Requirements

Educational Qualification and Experience:

  • BA degree or Diploma in Social Work, Sociology, Development Studies, Community or Cooperative Development, Community Health, Home Economics and other related subject.
  •  Minimum of 2 years NGO related work experience for degree holders and 4 years of related work experience for diploma holders either as community facilitator or community development agent.
  • Experience in training, familiarity with stimulation/awareness methods, knowledge in child development and, DRR, Hygiene Promotion and Monitoring and Evaluation. 
  • Motorbikes Driving License

Knowledge:

  • Basic computer skill (desirable and advantageous)
  • Previous experience in resilience related work at community level is an advantage;

Languages required:

  • Good knowledge of Local language, Amharic and English languages;
