Job Description

Main Purpose

The Flying Clinical activity supervisor will be a member of the mission Emergency response team of the MSF-Spain Mission. When deemed necessary, and whenever an emergency occurs in the country for which a response from MSF is requested, he will take the leadership in the supervision of the medical aspects of emergency response actions.

When not engaged in emergency response, the Flying Clinical activity supervisor will be assigned to any of the regular duty stations of MSF-Spain in Ethiopia (Addis Abeba, Gambella,…) and engaged in support of technical logistics activities.

Main duties of the Flying Clinical activity supervisor:

Supervise and monitor all the medical activities assigned under his/her responsibility according to MSF policies and guidelines. 

Support plan and supervise implementation of all medical aspects of emergency response activities, including management of the medical team, in different field locations in the country.

Coaching and supporting medical activities of MERT project and functional support to projects medical employees.

Accountability

Main responsibilities and activities

  • Support in coordination with PMR to follow-up the epidemic situation by early detection of Alerts in Ethiopia.
  • Participate actively in doing assessment alert investigation and possible response to emergencies
  •  When requested, taking the lead on medical aspects, rapid assessments to be conducted in the country in response to different alerts: epidemics, displacement of population, malnutrition and other emergencies.
  • Participate in Weekly cluster meeting other partner to Represent MSF
  • Data Management and Reporting, with support of the PMR update the HMIS and follow-up all medical data for all the short intervention approved
  • Ensuring the implementation and standardization of MSF clinical policies, tools, and hygiene protocols in order to minimize clinical risks and to guarantee the quality of patient care management. Promoting and maintaining confidentiality regarding all patient cases and records
  • Participate in drafting project proposal for approved interventions.
  • Follow the Alert Management tool together with PMR
  • Improve quality of care for management of patients and supervision of the team.
  • Knowing and implementing Patient Therapeutic Education (PTE), i.e. keeping contact with all patients, providing them information regarding their health state and responding to their questions.
  • Knowing and promoting the proper application of Post Exposure Prophylaxis (PEP) Kit and Sexually Gender Based Violence (SGBV) protocol.              

Management of the team in case of intervention

·      Participate actively in the selection of staff .

·      Distributes tasks fairly among the team members taking into consideration projects needs and staff’s competences

·      Responsible for making duty roster for IPD staff together with NTS (both MoH and MSF ).

·      Coaches/trains staff when the need identifies.

Daily tasks checking

Coordinate, assess and supervise the proper functioning of the medical activities during an emergence intervention, according to MSF protocols and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions

  • Participates in the daily round with the doctor, to be aware of any changes that need to be performed.
  • Compiles daily, weekly and monthly statistics during an outbreak
  • Examines all the new admissions (history and medical examination) and contacts the doctor or medical assistant informing him/her of the new admission and clinical condition of the newcomer.
  • Monitors the state of the patients and prioritises the medical care for the patient in the worst clinical conditions (triage), informs the medical responsible about the evolution of the patient.
  • Makes sure the medical and nursing care is provided according to the condition or phase with respect to MSF protocols.
  • Makes sure medical prescriptions are followed by nurses.
  • Makes sure all procedures (dressings, IV catheter insertion, naso-gastric tube insertion) are done correctly, respecting hygienic rules, utilizing proper technique and following the universal precautions.
  • Active participation in trainings and meetings
  • Check all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers...) are correctly carried out according to MSF procedures.
  • Prepare the medical orders needed to implement the medical activitie(s) under his/her responsibility, and identifies non-medical support needs (material, infrastructure, transport, etc.), reporting them to the line manager.
  • Plan and supervise, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff of the activity in order to ensure both the sizing and the amount of knowledge required, and to improve people capabilities.
  • Coordinate and monitor the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves ...). Replaces a doctor if necessary and participates in shifts.
  • Ensure an efficient pharmacy and medical equipment management and monitor the rational use of them.
  • Participate in the programs / project follow-up, supervise and ensure that medical activities objectives under his/her responsibility are achieved and report to the technical referent any problem arising in the service.

Job Requirements

Education  

  • Essential health officer diploma

Experience        

  • Previous clinical supervision experience of at least 2 years with relevant experience in emergency response

Languages          

Essential English and Amharic. Other local languages knowledge would be an asset
