Position Overview

The main purpose of the Program Planning and Reporting Officer role is to work closely with the Program Planning and Reporting Manager and Program and Support Staff of the country office in supporting the development of annual and multi-year activity and financial plans, reports and documentation. Working closely with Programme staff and MLE, the Officer is responsible to collect field level data, prepare monthly/quarter reports, support the development of government and grant reports and ensure reports are timely submitted to relevant Government Offices and donors. The Officer reports to Programme Planning and Reporting Manager and support Program and MLE teams in activities related to project assessments, surveys, and studies. S/He reports to the Program Planning and Reporting Manager and will keep track of grants, identify and register issues, successes and beneficiary stories and take site level photos that will be documented for reporting purposes.

Duties and Responsibilities

  • Support the annual activity and budget planning process, and in the development of the Splash’s multi-year strategy
  • Work with Programme Planning and Reporting Manager (PPR Manager) to refine and improve templates and define the annual planning / strategy timeframes
  • Provide support to the PPR Manager in the production of the organizational annual plan, the collation of content for report preparation
  • Coordinate input from colleagues and site to produce a transparent, robust, realistic view of organizational progress to compile reviews of progress against plans
  • Support PPR Manager in the preparation and dissemination of quarter-based gov’t reports
  • Support the PPR Manager in the preparation, completion, and distribution of performance reporting to relevant stakeholder groups
  • Organize and assist in the facilitation of occasional performance management workshops
  • Ensure the timely and accurate submission of data by performance indicator owners
  • Prepare preliminary donor reports to be reviewed by the PPR Manager
  • Compile any other reports for internal and external purposes
  • Work closely with PPR Manager to organize grant opening meeting and grant closing reviews
  • Follow grant timeline, track outputs, and ensure that donor requirements are fully observed 
  • Prepare donor specific grant reports and beneficiary stories
  • Organize, communicate, and facilitate donor visit plans and site visits
  • Track the implementation and performance of different projects
  • Provide regular expenditure and activity implementation progress to respective departments.
  • Work closely with Splash Salesforce coordinator and MLE teams to capture and analyze program related data for planning, reporting and documentation purposes
  • Work closely with program operations team to collect field level information, refine data, and make analysis for the development of organizational Newsletter, document successes, prepare beneficiary stories and disseminate to concerned stakeholders
  • Facilitate proper filling and keeping of consent forms of pictures, audiovisuals or any materials that reflect program interventions
  • Support MLE and Program operations in activities related to monitoring, surveys, assessments, studies, evaluations, impact, and case studies
  • Employ statistical software like SPSS, Epi-data, Stata, etc. for data entry and analysis
  • Effectively use Salesforce, Asana, Tableau and other online data and project management tools to upload data, review progress reports, track site level outputs and prepare reports as needed
  • Support the PPR Manager to keep an up to date organizational risk register, ensuring that changes in risk are promptly identified as part of Splash’s working procedures
  • Work with other colleagues to identify and capture new issues and potential risks
  • Support the PPR Manager in organizing and facilitating occasional risk meetings
  • Assist the PPR Manager in completing risk reporting to department heads and SMT members
  • Be flexible within the broad remit of the post
  • Abide by organizational policies and practices, including child protection policy and others
  • Contribute towards Splash’s Global standards concerning Planning and Reporting
  • Participate in any meetings as requested and represent Splash in a professional way

Job Requirements

Qualifications

  • BA/BSc in one of the following areas: Statistics, Public Health, Environmental Health, Economics, Management, Social sciences, and other relevant fields
  • 2-5 years practical experience in Planning, Monitoring and Reporting
  • Experience in data collection in the field and in using statistics software like SPSS, Stata, SAS preferred 
  • Prior experience and an understanding of Education, WASH and INGO sectors would be an asset.
  • Highly proficient written and oral communication skills, including professional level of written and verbal fluency in Amharic and English and excellent report writing skills
  • Meticulous with excellent computer skills, including proficiency with internet research, MS Office Suite.
  • Experience with data and project management tools such as Salesforce, Asana, Tableau preferred.
