Purpose

Working closely with the regional area manager, and Humanitarian Response manager. the Emergency Response Coordinator (ERC) will provide a regional, zonal and woreda level technical expertise in the design and implementation of ZOA’s emergency operations in Tigray, Amhara or Afar region, ensuring that emergency responses are implemented according to agreed project plans, budgets and timeframes. The purpose of this role is also to support ZOA Ethiopia’s Humanitarian Response Manager, and country emergency response coordinator, regional area manager in the execution of his duty to align emergency responses with the objectives of the Country Strategic Annual Plan and with government and donor guidelines. The ERC will also support the development of a country wide emergency strategy for refugees and IDP’s and other vulnerable beneficiaries. The ERC will also provide direct support in regional project implementation, monitoring and evaluation, and reporting in close collaboration with ZOA’s Humanitarian Response Manager, Manager of Programme Quality and Programme Area Managers.

ESSENTIAL RESPONSIBILITIES AND DUTIES:

  • Support to the regional area manager and Humanitarian Response Manager (HRM) to develop ZOA regional strategy and plan in preparing and responding to emergencies effectively;
  • Closely work with the regional area manager, country ERC and HRM to prepare an emergency response plan, to respond to emergencies that could arise in and at the borders of the country, following secondary information available from various sources, and as per ZOA strategies;
  • Establish field presence in location where ZOA decides to respond to crisis and closely work with the HRM and Programme Area Managers.
  • Support the Emergency Programme officers in the respective Sub Offices to effectively undertake their roles and responsibilities;
  • Support the regional area manager to facilitate the timely and appropriate distribution of supplies as per donor regulations e.g. ensuring the development and use of commodity distribution plans
  • Support in maintaining close coordination with implementing partners including UN agencies, INGOs & NNGOs, and local authorities in implementation of emergency response at state and field site level;
  • Explore effective but localized ER plans for each identified area and or location, including identification of potential emergency response partner, following the ZOA partnership tool;
  • Manage, train and develop capacity of the emergency response teams in the programme areas;
  • Support the HRM, Area manager and country ERC to develop, manage and monitor the budget (s) related to emergency projects according to ZOA and donor requirements where required;
  • Maintain an overview of the regional context with a view to the strategic development of new projects;
  • Provide update to HRM, ERC and regional area manager on field situations, and suggest appropriate response mechanisms;
  • Support in ensuring ZOA regional financial, logistics and HR policies are adhered during implementation of ER’s;
  • Organize refresher workshops on ZOA regional strategies in preparing and responding to humanitarian crisis;
  • Work with the country level ERC and area manager in organizing needs assessments in emergency situations, and prepare reports and proposals on time;
  • Design appropriate data collection methods and develop appropriate questionnaires to collect data for Contextual Analysis (CA) in given areas;
  • Support in preparation of concept note and subsequent draft proposals as necessary;
  • Prepare periodical reports; monthly, quarterly and annual, based on the donor requirement;
  • Ensure that regular monitoring and evaluation assessments against project objectives are conducted in close collaboration with the regional MEAL officer;
  • Attend to any other related tasks advised by the line manager

SECURITY AND SAFETY:

  • Ensure that ZOA Safety and security strategies, polices are adhered to;
  • Support the area manager that ZOA LSP’s and reports are reviewed and regularly updated, but also applied;
  • Support in ensuring the safety and security of ZOA personnel, asset and properties in line with the ZOA Safety and Security Management Plan;
  • Assist the area manager in S and S staff trainings.  

Job Requirements

  • Relevant university degree, preferably in engineering, emergency response, social & economic development, rural development, food security/livelihood, DRR/DRM and agro-economy
  • 4 years of experience from working as a Project Coordinator in a humanitarian/recovery context
  • Technical expertise in program leadership and project cycle management
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal

CONTEXT/ SPECIFIC SKILLS, KNOWLEDGE AND EXPERIENCE

  • Context related skills, knowledge and experience
  • Knowledge of the context in Tigray, Amhara and Afar regions
  • Knowledge on Accountability to Affected Persons or CHS essential
  • Experience with start-up and program development
  • Experience with Emergencies.
  • Experience with program management design and PCM tools
  • Computer skills essential. Skills on data collection such as KOBO tool box a plus
  • Solid understanding and experience of protracted and acute crisis contexts
