Purpose
He ensures that the emergency response related activities are planned, implemented and reported as per the requirement stated on the project agreement document. Plans, organizes, coordinates, directs and controls ES/NFI distributions, WaSH activities, cash for work activities in the region and supports; in coordinating overall project activities; facilitates and/or conducts/carryout participatory baseline surveys, studies and terminal evaluations; participated in regional/woreda level different cluster meetings, conducts monitoring and evaluation tasks of projects; prepares and submits periodic ES/NFI, WASH, cash distribution and other emergency response project activity reports; support to conduct field level assessments, and develop concept notes/proposals for emergencies in the region and performs other related tasks as required.
ESSENTIAL RESPONSIBILITIES AND DUTIES:
With all the program activities he mainly controls the emergency response activities including his routine field follow up activities. The description of each activity is as follows.
- Lead and organize the emergency response activities in woredas.
- Involves in identification of the affected beneficiaries;
- Plans, organizes, coordinates, directs and controls the emergency response activities;
- Prepares project proposals for emergency related projects in and out of the refugee camps in Gambella. Such as in ES/NFI, WaSH, CTP, Livelihood/food security and other related projects.
- Prepares periodic work plans and budget breakdowns for the emergency response related projects;
- Supports in Coordinating and facilitates studies, surveys and terminal evaluations to be undertaken by different parties;
- Conducts periodic field visits to project areas and closely follow-up emergency response projects progress;
- Conducts periodic projects reviews and monitoring activities,
- Follow up the hazard trends in environment, climate change, disease, conflicts and other refugee influxes as well as keeping the gender inclusive projects.
- Compiles, prepares and submits periodic project activity reports to program manager;
- Good understanding of the external operating environment including government policies, strategies, guidelines and operating procedures in managing emergencies and disasters in the country Perform multiple, non-technical tasks with a potential need to upgrade skills in order to meet changing job conditions.
- Actively participates and coordinates woreda level drought emergency response coordination meeting with NGOs, and government offices and update the proceedings to zonal emergency operation coordinator.
- Organize and manage regular meetings with different community committees in the programme area to effectively engage targeted groups or beneficiaries on the planned activities.
- Maintain all documents related to the project areas in standard filing system and develop case stories
- Prepare and use weekly and monthly plans and submit progress reports accordingly to the PGM; ERC and other field coordinators.
- Performs other related activities as required.
Job Requirements
- Minimum Bachelor degree in Disaster risk management and sustainable development, development study, international development and other relevant field of study
- Basic computer training
- Training in cash based transfer is preferable
- Minimum 3 years of experience in humanitarian aid and/or emergency response work in multi-cluster INGOs
- Experience and knowledge of emergency project management including emergency needs assessment, project design, development and implementation
