Job Description

ROLE PURPOSE

The Emergency Shelter NFI officer is responsible to facilitate and ensuring timely delivery of Emergency Shelter and WASH response in Flood displaced IDP site in Afar Region in collaboration with HN staffs, Filed office and project operation standard procedure(SOP). The post holder is responsible to implement Emergency Shelter and WASH activities at the response words as well as liaising with local government, field office team, Zonal /Woreda Shelter/WASH cluster forums where EHF project is operational.

The Emergency Shelter NFI officer is also responsible to ensuring the Shelter humanitarian needs and gaps are properly assessed in full consultation with WASH coordinators and field office managers at EHF proposed Shelter/WASH interventions such as, Distribution of Emergency Shelter NFI, WASH NFI, Hygiene` and sanitation promotion COVID 19 preparedness and risk communication,

S/He will also facilitate the EHF Shelter and WASH projects implementation in the field offices where EHF is intervening. In close coordination with the WASH coordinator will responsible to provide technical guidance, conduct assessments, periodic supervision and organizing review meetings, as well as capacity building to community structures to ensure the EHF integrated response of high quality and achieves the programe objectives. 

KEY AREAS OF ACCOUNTABILITY:

  • Initiate procurement of Emergency Shelter and WASH NFI with support of CO Supply chain team
  • Conduct Vulnerability assement of the IDPs house holds to ease targeting process
  • Conduct Beneficiary targeting, Registration and verification in collaboration of local administration
  • Prepare distribution plan and organize distribution of NFI by adhering to COVID 19 Infection prevention protocol
  • In collaboration with Cash, Health and other staffs will lead Shelter/WASH NFI distribution planning, targeting distribution and monitoring of the activity
  • Plan and/or Facilitate integrated/joint institutional and community WaSH resource and capacity assessment including feasibility study
  • Strongly engage with sector offices and local administration on the course of rolling out planned WASH and Emergency Shelter activities
  • Monitor and supervise day to day activities of Shelter activities and Hygiene and sanitation promotion,
  • Participate Project level Emergency Shelter and WASH activity plan and review
  • Actively participate on WaSH scheme designing, BOQ development and appraisal process
  • Strongly engage with sector offices and local administration on the course of rolling out planned WASH and Emergency Shelter activities
  • Participate and provide technical support to conduct training for Community volunteers and water  committee including COVID 19 risk communication,

Job Requirements

Educational Qualification:

  • BSC degree in rural development, social science, Environmental health and other developmental field or equivalent related field

Experience and Skills

  • A minimum of 2 years related work experience in the area of emergency Shelter and WASH out of which at least 1-year experience in humanitarian response
  • Experience in working with in hygiene and sanitation promotions and Emergency Shelter assistance. This includes technical support, capacity building and coordination.
  • Excellent understanding of Emergency Shelter and WASH issues in Ethiopia/Region at both field and policy levels.
  • Experience in implementing Emergency WASH and Shelter project.
  • Good presentation, training and facilitation skills
  • Good communication and interpersonal skills and an ability to train and mentor staff
  • Proven ability to manage a complex and demanding workload
  • Good spoken and written English,
  • Good computer and report writing skill
  • Knowing the Local language ( afar Afe) is mandatory

Desirable

  • Experience working in NGOs on emergency Shelter and WASH is an added advantage
