Basic Function of Position:

Under minimal supervision from the Global Health Security (GHS) Program Director, the Senior Public Health Specialist–Surveillance/Medical Epidemiologist is an infectious diseases survey and surveillance portfolio manager responsible for managing, leading, and providing technical assistance to the Ministry of Health (MOH), the Ethiopian Public Health Institute (EPHI), the regional health bureaus, the Ministry of Agriculture (MOA), and local universities and other partners in the design, implementation, and strengthening of public health surveillance systems. S/he manages and oversees the implementation of large, complex surveillance systems and surveys designed to measure infectious disease prevalence and other indicators of importance to evaluating the impact of infectious disease control programs.

The major surveillance and survey activities include the national notifiable diseases of public health concern, the national notifiable disease of animal health concern, priority zoonotic diseases, and ad-hoc surveillance of emerging diseases and pandemics ranging from subpopulation to general population. The incumbent will also support mortality surveillance in demographic surveillance sites and in-service trainings in global health, infectious diseases, surveillance and strategic information. Job holder oversees, advises on policy direction, and provides latest technical knowledge to the Global Health Security team, the agency and Ministries in the design, management and implementation of national and subnational surveillance programs as well as ad hoc surveys. The incumbent provides expert technical assistance in the review of protocols, funding opportunity announcements, data analysis, report writing reviews and ensures the wider dissemination of reports and publications generated from surveillance and surveys activities. The incumbent also ensures proper approval from CDC ethical review procedures.

Carrying out these functions requires public health technical knowledge, results-oriented data analysis, advocacy, and the ability to facilitate communication and maintain collaborative working relationships with partner organizations.

SALARY: Ordinarily Resident (OR): Position Grade: FSN-12, – 27,642.00 USD per year.

 Not Ordinarily Resident: FP-03

 *Final grade/step for NORs will be determined by Washington.

Duration of Appointment: Indefinite subject to successful completion of probationary period 

NOTE:  For ordinarily resident employees, salary will be paid in local currency using the established exchange rate.

Job Requirements

  • Required Education: Degree of Doctor of medicine (MD) plus Master’s in public health (MPH) and/or Ph.D. in Epidemiology is required.

Required Experience:

  • Five years of mid- to senior-level public health experience in the management and development of epidemiological surveillance and/or large-scale surveys of infectious disease prevalence, prevention, treatment, or care programs are required. One additional year of experience at the managerial level is required.

Language Requirement:

  • Level IV (Fluent) Reading/Writing/Speaking English is required.
  • Level IV (Fluent) Reading/Writing/Speaking Amharic is required.
  • (You are required to pass the English Placement Test (EPT) that is conducted by the Human Resources Office)

Skills and abilities:

  • Strong analytical skills to readily understand and discuss new surveillance program design, management, and implementation approaches are required.
  • This includes the development of evaluation designs, use of reliable and valid instruments, and methods for data collection, analysis and reports.
  • Excellent oral and written communications skills are required to develop and maintain effective, sustainable working relationships with national and international working partners and to prepare substantive and analytical reporting.
  • Strong management skills are required to operate independently with limited direct supervision of day-to-day activities and to lead results-driven project teams and workgroups.
  • Advanced overall computer skills (keyboarding with both speed and accuracy) and advanced skill levels in use of at least one of the more common epidemiologic data analysis software (EPINFO, STATA, SAS, or SPSS) is required.
  • Excellent numerical skills for manipulating and reporting statistical data is required.
  • Experience in the setting of computer software development standards, specifications and guidelines as well as experience working within already set standards to implement IT solutions is required.
  • The incumbent will be expected to exercise tact in applying GHS guidelines to unique and different public health surveillance activities, as surveillance programs and surveys are highly complex and can be threatening to stakeholders.
  • Ability to persuade others, ingenuity and innovation will be required to influence collaborative organizations engaged in infectious disease prevention, treatment and care programs to adopt appropriate strategies for improving the surveillance and survey process.
