Job Description

ROLE PURPOSE

The Information management officers are a core Cluster Coordination team members. The purpose of this post is, therefore, to manage the collection, analysis and sharing of information, monitor the responses to avoid any duplication of efforts that is important for the sub national and national cluster participants so that evidence based) strategic decisions will be evident.

Background

The cluster approach ensures clear leadership, predictability and accountability in addressing international humanitarian emergencies by setting clear role divisions among the member institutions. It aims at making the lead, co-lead and partners be better organised, accountable and professional, so that they can be reliable r partner for the affected people, host governments, local authorities, local civil society and resourcing partners.

Ethiopia is experiencing its worst drought in thirty years in 2015/2016, threatening over 30 million people across the affected area. The drought problem was compounded by many internal conflicts s arisen at different part of the country.s For instance , The regional border conflict between Somali and Oromia as well as Gedoe (SNNP) and West Guji (Oromia) conflicts led to the displacement of about 3 million individuals and 1.7 Million school age children. Very recently 40,198 of school age children are displaced recently by flood in Afar and the conflict in Metekel zone in Benshangul Gumuz.also forced people and children to leave their home.

Following the spread of COVID-19 outbreak, Ethiopia had implemented a national school closure like many other countries of the world.  Initially, schools were closed for a 15-day period just days after the first laboratory confirmed COVID-19 case was reported and the school closure has been extended and remained in place until the end of the academic year. Due to the school closure measure, he education of over 26 million students have been disrupted and  children are compelled to stay at home.

The closure of schools has had its own negative socio-economic repercussions.  This includes the disruption in school feeding program, increasing  reports of Sexual and Gender Based Violence (SGBV) and instances of child marriage, the loss in learning and skills. According to estimates from the World Bank, “5 months of school closures due to COVID-19 will result in an immediate loss of 0.6 years of schooling adjusted for quality, bringing the effective learning that a student can achieve down from 7.9 years to 7.3 years”. Subsequently, due to lower levels of learning and likely increase in dropouts, a reduction in the potential earnings of the cohort of students affected by the lockdown is expected.

  • The post holder is responsible for building, leading and managing the sub national Education Cluster Information Management and he will:
  • Establish and maintain databases and support REB and WEO in assessment, consolidating, analyzing and reporting/disseminating information critical to decision making.
  • Maintain monthly reporting from sub national cluster participants, including focus points addressing 5Ws (‘Who does What, Where, When and for Whom?’ databases).
  • Support the estimation of spatial and temporal gaps, overlaps and coverage of Cluster activities and projects.
  • Support real time data collection using ODK in ECW supported Woredas
  • Work with the OCHA field office to develop appropriate supportive strategies.
  • Use GIS mapping for map production and geographic data management
  • Adopt and promote the use of national standards for information management for inter-operability.
  • Support the development and analysis of needs assessment and monitoring programmes
  • To provide information management leadership in assessments and monitoring, including joint assessments and training for the region.
  • Develop and strengthen information management capacity through the training by establishing information management team from leads and coleads.
  • Contribute to the core cluster functions
  • The post holder will ensure that there is effective communication, reporting, engagement and coordination between the two sub national and national levels
  • Core cluster functions:
  • Supporting service delivery
  • Support sub national education cluster to ensure that service delivery is driven by the agreed strategic priorities by supporting monthly sub national level cluster meetings, sharing minutes and follow up action points.
  • 1.2.  Develop mechanisms to eliminate duplication of service delivery: collect monthly EiE responses from implementing partners and check if there is an overlap responis and services among partners as well as identify the gaps.      :

Informing strategic decision-making 

  • By coordinating needs assessment and gap analysis
  • By identify and address (emerging) gaps, obstacles, duplication, and cross-cutting issues.
  • By doing prioritization exercises

Planning and strategy development

  • Support in regional EiE plans, directly support the sub national cluster strategic priorities
  • Support in clarify funding requirements, prioritization, and cluster contributions to Sub national cluster and sub national cluster humanitarian coordination body

Advocacy

Identify advocacy concerns from need analysis and required resources to contribute sub national cluster

Undertaking advocacy activities on behalf of sub national level cluster participants and the affected population in various platforms

Monitoring and reporting program/ project results; recommending corrective action where necessary

Job Requirements

  • Minimum first degree in computer science, Information Management and Statistics and other relevant discipline.
  • Knowledge of education program is added value.
  • Recommended a minimum of 4 years’ experience in computer information management and M&E
  • GIS and other statistical software’s analysis skills
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
  • Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the Commitment to Save the Children values event of emergencies
  • Fluency in Amharic, Somali and Oromifa language is required for each specific regions
  • Fluency in English, both verbal and written, required
