 “EmployAble: Catalyzing Youth with Disabilities to find Pathways to Skills Development, (Self) Employment and Sustainable Livelihoods” Project

 The Ethiopian Center for Disability and Development (ECDD) is an Ethiopian civil society development organization that works with other organizations to promote, facilitate and build organizational capacity to make mainstream government and non-governmental service delivery and development programs accessible to, and inclusive of, persons with disabilities. One of the six program priorities for ECDD is advancing disability inclusive vocational skills training and livelihoods, and ECDD is currently implementing a number of projects promoting the inclusion of youth and adults with disabilities in mainstream vocational skills training, and in wage and self-employment in Ethiopia.

ECDD, in collaboration with Sint Antonius Stichting-Projecten (SAS-P) and See You Foundation in the Netherlands, has launched a project entitled ‘Employable: Catalyzing Youth with Disabilities find Pathways to Skills Development, (Self) Employment and Sustainable Livelihoods’. It is an action-learning project, with a focus on multi-stakeholder involvement and inter-country exchange and learning. The objective is to enhance employment of youth with disabilities by supporting a number of Technical and Vocational Education and Training (TVET) institutions and employers to become models of disability inclusion. The Employable project also facilitates TVET enrolment by mobilizing youth with disabilities and assessing their capacities and interests by a multi-disciplinary team, leading to training course placement. The project further supports access to scholarships or bursaries if needed and provides psychosocial support for youth with disabilities throughout the process of enrolment, training and job placement.

 The strategic ambition of the project in Ethiopia is creating an enabling environment and facilitating 5000 youth with disabilities who seek training and/or work in Tigray, Amhara and SNNPR/Sidama Regions to have a sustainable and decent employment by the end of 2025. 

 The Employable project involves a two-phase scaling-up process: an adaptation phase up to the end of December 2022 and a three-year expansion phase up to the end of December 2025. The adaptation phase (Sept. 2020-Dec. 2022) will be implemented in Addis Ababa and in Sidama Regional State’s Hawassa town catchment areas.

Description of Tasks

ECDD is looking to hire 20 Resource Person(s) who will be the main implementers of the project on part time basis. The Resource Persons will be based at Addis Ababa and Hawassa and reports to the ECDD Employable Project Coordinator and ECDD Disability Inclusion Advisor. The Resource Persons will work in three schemes as Disability Inclusive TVET facilitators, Inclusive jobs developers and Inclusive livelihood and Youth Income Generation Activities IGA facilitators. Prior and after the employment, Resource Persons will be expected to receive capacity building training and coaching by ECDD and WoordenDaad, which is a Dutch partner organization providing technical support in the project.

Specifically, the Resource Persons will be:

  • Building and maintaining partnerships with potential involved vocational training institutes, employers and business finance and development service providers;
  • Mobilizing, identifying and selecting youth with disabilities for formal and informal skills training and employment opportunities;
  • Identifying and supporting potential Community Based Training(CBT) trainers for informal training;
  • Capable of delivering trainings and assessments up to the standard of ECDD and the donor;
  • Providing accurate follow-up advice so that the supported organization such as TVETs and employers knows how to put theory of disability inclusion into practice;
  • Performing career counseling to job seekers and help them make appropriate career decisions;
  • Carrying out training and workplace assessments, training and job analysis and advice on how to make the training and workplace 'disability ready’;
  • Collecting, documenting and disseminating lessons learned, case stories and good practices of the project and its partners and translate the information into well-defined results and inspiring documentations;
  • Capable of matching trainees, entrepreneurs and job seekers with disabilities with existing wage and self-employment opportunities;
  • Skilled at establishing public relations and building up employment network;
  • Supporting the establishment of cooperatives through the project’s seed funding support and linkage with local micro finance offices;
  • Following up and supporting the process of making TVETs and employers physically accessible for youth with disabilities;
  • Collecting and updating the projects database regularly through different tools to be provided by ECDD;
  • Following up and monitoring of youth with disabilities on skills training and at employment;
  • Undertaking other tasks as may be assigned by the Employable Project Coordinator, Disability Inclusion Advisor and/or the ECDD Program Director.

Job Requirements

Education

  • Minimum BA in Social Work, Sociology, Psychology, Special needs, Business Administration or a related field

Professional experience

  • Minimum 2 years of responsibility on vocational skills training, work and livelihood related programs

Competence:

  • Good understanding of vocational skills training and youth job placement (wage and self-employment)
  • Good knowledge of the practice and profession of special needs education
  • Previous professional work in vocational skills training desirable
  • Previous business experience desirable
  • Previous professional experience working with persons with disabilities desirable
  • Excellent interpersonal relationships and teamwork
  • Excellent communication skills
  • Able and willing to travel frequently to the project intervention areas
  • Competence in the use of basic computer applications
  • Fluency in English and Amharic or Ethiopian Sign Language, knowledge of other Ethiopian languages is desirable

Employment Contract- On part time basis
