Job Description

Title: Protection Team Leader- Community Based

Location: Dolo Ado

Reports to: Area Manager

Grade – G

Start of Contract & Duration: Three Months

Posting date: January 1, 2021

INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia including WASH and shelter provision, child and youth protection, gender-based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

OVERALL PURPOSE OF THE JOB

Supervise members in team

  • Deliver technical support and guidance to team
  • Ensure the quality of the planning, implementation and follow up of all technical aspects of the sector activities being implemented by DRC
  • Develop and maintain good relations with the persons of concern, relevant stakeholders and other humanitarian actors, to support adequate implementation and coordination of DRC’s sector activities

Sector responsibilities: Advocacy for the rights of displaced people in their context of displacement, child protection initiatives, individual protection assistance based on vulnerability, legal aid, land & property rights, sexual and gender-based violence prevention, registration services for the internally displaced and refugees, monitoring of rights and rights awareness-raising

DUTIES AND RESPONSIBILITIES

Management

  • Lead and manage the team (including people planning, performance, well-being and development)
  • Ensure effective planning and quality implementation of the sector/support activities
  • Ensure daily monitoring of area activities implemented by field staff
  • Provide technical support and inputs to proposal planning and budgeting
  • Provide weekly reports, maintain activity trackers, and provide inputs as required to monthly/quarterly/annual reports.

Programming & Operations

  • Maintain and track weekly and monthly workplans and expenditure forecasts
  • Ensure efficient and effective program implementation while following the budget and work plan
  • Participate in preparing monthly/quarterly/annual highlights/reports and proposals and budgets for donors
  • Lead the team in carrying out monitoring and evaluation exercises
  • Ensure correct tools and processes are used for all field activities

Coordination and representation

  • Collaborate with relevant internal and external technical experts on sector relevant issues
  • Represent DRC at meetings and other relevant technical coordination meetings
  • Ensure integration with other DRC sectors

Project development

  • Develop project plans and budgets for funding
  • Develop projects tools
  • Project implementation and reporting
  • Monitor and evaluate projects   

Logistics/Finance

  • Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up
  • Plan and coordinate proactively logistics and movements of staff from and to different operational areas
  • Initiate procurements and ensure their execution
  • Ensure distribution plans are prepared and shared with logistics in a timely manner.

Other Responsibilities:

  • Support Area and Base Manager in ensuring strategic programming coherent with DRC’s operational platforms, coordinating DRC’s programme development, strengthening DRC’s programme quality, standards and learning, and enforcing DRC’s accountability and M&E frameworks.
  • Represent DRC on behalf of the Country/Regional Director upon agreement with authorities, UN agencies, humanitarian agencies and other partner

As Team Leader the post-holder is responsible for the following:

  • Accountable for people management of employees, usually working in the same area of work
  • Accountable for developing weekly and monthly workplans, and ensuring that agreed work plans and tasks are implemented on time
  • Hiring and performance management of employees and conducting performance appraisals (closely overseen by the next-level manager)

Supervisor responsibilities:

  • Coordinates the daily activities of small teams, often comprised of subordinates and/or employees carrying out similar tasks
  • Contribute to recruitment and/or performance appraisal of members of the team

Job Requirements

  • Master's degree in social work, political science, international development, economics or other relevant field
  • Minimum 2 years of management experience, preferably with experience in the field of humanitarian response and refugee protection working for an international NGO, UN agency, relevant ministry, or local authority.
  • Minimum 3 years of practical experience in sector area working for an INGO/UN/government
  • Proven management skills and a competence in people management
  • Commitment to learning and implementing organizational policies and procedures.
  • Excellent skill in MS Word, Excel, and PowerPoint
  • Commitment to Gender and Diversity mainstreaming, awareness of PSEA
  • Full professional proficiency in English
  • Willingness to travel to / work in remote field locations
  • Excellent verbal and written proficiency in English.
  • Somali language skills.
