Job Description

Job Summary

Support design, planning, and implementation of DBE’s external Communication and Visibility strategies;

  • Support the development of comprehensive communication and institutional image building through feasible strategies and action plans;
  • Support the DBE’s Communications and Advocacy Team to manage, evaluate, and implement using high impact communications’ outlets/products (e.g. TV, Radio, web, electronic, etc.);
  • Coordinate the implementation of visibility, communications, and outreach activities with partners including UNCTAD and other key national and international partners ;
  • Ensure wide dissemination and visibility of program achievements through the aforementioned media outlets;
  • Monitor and evaluate basic communication approaches and mechanisms;
  • Track progress against established work plans and outputs;
  • Write and/or disseminate press releases, policy briefs, pamphlets, talking points, speeches, editorials, branded materials, and other written communications materials;
  • Provide communications and advocacy support to enhance partnerships, launching initiatives, and publications;
  • Manage contracts with consultancies and vendors together with the right departments and divisions;
  • Develop and support management relationship with the media and other outlets;
  • Design and maintain digital presence, including robust social media footprint for the Bank.

Coordinate with partners to design and planning of communication and partnership strategies.

  • Advocate and aware the core principles and internal policies of the Bank for joint interventions and collaboration;
  • Support partners to design and implement strategies of common interests across programming areas and branches of the Bank;
  • Assess and/or recommend appropriate information sources for strategic initiatives, ensuring accuracy, quality, and consistency for related development interventions that best fits with visions and missions of DBE ;
  • Engage with UNCTAD and other Key partners to ensure coordination and consistency in implementation of programs and projects.

Provide capacity development support to the DBE and knowledge management for the Fund’s programs:

  • Provide technical inputs to the development of a capacity development strategies for the DBE and ensure its implementation;
  • Develop and convene high-quality capacity development workshops for internal and external partners and execute knowledge management activities;
  • Provide evidence-based knowledge including research, good practices, upstream policy analysis, design and development of guidance and operational tools aimed at strengthening the overall IMAGE of the Bank;
  • Coordinate the provision of training and coaching on technical inputs and knowledge management to the Bank and other key partners at national levels;
  • Provide advice/information/guidance to the advisory team members of the president of the Bank;

Coordinate the collection of good practices and lessons-learned for scale up and replication of the Bank’s interventions:

  • Support the development of guidance and training materials for the identification and collection of good practices and lessons learned for evidence based decision making and planning for national programs and projects under the Bank;
  • Coordinate the design of a data base and knowledge platform for the identification, collection, and dissemination to the Fund’s program teams and relevant stakeholders’ best practices and lessons learned on the policies and programming interventions;
  • Develop a strategy for dissemination of lessons-learned and good practices outside of the Bank;
  • Support to develop a Technical Guide for replication based on the experiences and lessons learnt from national and regional programs.

President Office Support

  • Advise and technically support the President of the Bank with routine and regular programmatic issues;
  • Support the President with best means of communications facilities and approaches for effective and informed decision making;
  • Update the President with the outcomes/status of ongoing and completed engagements of the Bank with its partners through appropriate means communications;
  • Consistently assist the President with the establishment of partnerships with potential actors in the financial and other sectors;
  • Support the President in the process of identifying potential donor partners and make regular stakeholder analysis to build more robust linkage;
  • Support the president with official events such as meetings, workshops, seminars etc that can be hosted domestically or internationally and promote the events through appropriate media outlets for public awareness;
  • Perform other related duties and assignments as and when requested by the President

Job Requirement

  • Master Degree in Development Studies, Public Relations, Journalism or a related field

Knowledge and Experience:

  • At least 10 years’ experience in Program management, Communications, monitoring and evaluation, Research, results-based program development and management.
  • Strong exposure in partnership and stakeholders engagement and management in the development arena;
  • Knowledge of government system, process, communications and procedures as well development strategies and national policies;
  • Experience in developing indicators, data collection tools, M&E plans and results frameworks in public policy institution;
  • Experience in data analysis, interpretation and review of comprehensive data sources;.
  • Experience of working with the national and international government and non-government institutions;  ,
  • Ability to write clear and comprehensive reports.
  • Experience in capacity building on M&E and multiple approaches of research.
  • Excellent computer skills especially Excel, PowerPoint and SPSS with experience in data analysis.

Languages:

  • Fluent in English and Amharic with excellent writing, analysis and communication skills. Knowledge to other local languages is advantageous.

Reporting relationship

The advisor shall regularly report to the President of DBE. The president provides directions on the assignment, review and approve performance and progress reports delivered by the Advisor
