 Job Title: Finance Officer

Reporting to: Finance Coordinator

Supervision of: None

Job Based at: Addis Ababa

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and provides assistance within the shelter, education, emergency food security, information counseling and legal assistance, and water, sanitation and hygiene sectors.

Role and responsibilities

Being an employee of the Norwegian Refugee Council (NRC) in Ethiopia the Finance Officer is expected to represent NRC in a responsible manner and always act in accordance with NRC’s Code of Conduct.

The Finance Officer is responsible for generating and consolidating financial reports from all field offices.

  • Support the Finance department across all area on financial analysis;
  • To support NRC field offices and make sure that finance department functions efficiently in the area of financial accounting, and reporting.

 Generic responsibilities

The responsibilities depend to some degree on the existing organizational chart in the Country Program and the size and complexity of the operations. If these responsibilities are not reflecting the reality of the field operations, the COs are free to adapt the content as long as the structure and style are the same. Details shall be incorporated in the Work- and Professional Development Plan and not be included in the JD.

  • Ensure adherence to Financial Handbook, other NRC policies and donor requirements
  • Prepare bank account and cashbox reconciliations for the country office
  • Review cash boxes, bank statements and vouchers from the Field Offices to ensure that they are executed according to the Financial Handbook and other requirements, and give relevant feedback to the Field Offices
  • Prepare the financial Project Summary
  • Ensure proper filing of documents and transactions
  • Distribute information and reports as required
  • Train and develop financial team

 Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of program intervention. This section shall be revised whenever a new employee is hired or the context changes significantly. The line manager drafts the specific responsibilities and sends them to his/her line manager for approval.

  •  Support the Finance Coordinator on Country office day to day reconciliations and financial analysis
  • Provides assistance in timely monthly closing and ensuring Country Offices are able to close on agreed upon deadlines
  • Review financial reports and documents from the field offices and ensure that they are timely received. 
  • Temporarily assume the position of the Finance officer/ Finance Coordinator until a permanent replacement can be identified and trained and fill in the gap where finance staff is on leave.
  • Prepare a trip report for each assignment and submit to FC and FM
  • Work closely with logistic department to insure that asset register is updated regularly an match physical assets.
  • Assist in year-end closing and audit document preparation
  • Participate in and facilitate country finance workshops and training as required;
  • Maintain open communication with Finance, program staff and others for all financial clarifications
  • Any other duties assigned by supervisor  

Job Requirements

The skills, knowledge and experience that are expected from the position holder are as follow:

  • Bachelor’s Degree in Business Administration, Commerce, Finance or Accounting
  • Minimum of 3 years’ relevant experience
  • At least 2 years of INGO experience is a plus
  • Excellent interpersonal, written and verbal communication skills
  • Strict attention to policy and practice detail
  • Very strong financial analysis skills
  • High integrity
  • Good knowledge of financial reporting systems in donor funded work
  • Ability to work under pressure and meet deadlines
  • Good cultural awareness and sensitivity
  • Ability to function independently and as a work team leader/facilitator
  • Excellent computer skills with hands on experience on computerized accounting systems; and Microsoft Excel, Word and PowerPoint
