Job Title: HR and Administration Team Leader

Reporting to: Support Coordinator

Supervision of: HR Officer, HR Assistant, Administration Assistant, Receptionist

Job Based at:  Bule Hora and Assosa

Required No: 2 (Two)

Preferred Candidate: Candidates Resident at Bule Hora and Assosa

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and provides assistance within the shelter, education, emergency food security, information counseling and legal assistance, and water, sanitation and hygiene sectors.

Role and responsibilities

The purpose of a Team Leader is to provide efficient and effective Human Resources Management support and office administration procedures at the NRC Bule Hora and Assosa area offices.  

Generic responsibilities:

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan.

  • Ensure provision, awareness and practical advice to all staff on the NRC HR policies and procedures, and their adherence to them
  • Provide technical guidance to client sections, plan, organize and participate in interviews for staff recruitment and advise process of candidate selection, contracting, orientation and confirmation
  • Plan and source staff training in liaison with line managers including for orienting new staff
  • Ensure timely remittance and proper filing of all statutory deductions
  • Ensure timely processing of the monthly payroll information to the country office
  • In consultation with the AM, provide technical input and be the focal point in addressing

 Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

  • Ensure maintenance of an effective, efficient and up to date staff records and filing system including contracts, leave, medical, awards, discipline, archiving, etc
  • Employee Relations issues including staff grievances, disciplinary measures, etc
  • Plan and advise on the staff performance management and appraisal calendar and content
  • Prepare periodic HR reports and planning projections for submission to country office
  • Follow up the lease agreement at field level
  • Participate in the selection of Incentive Workers and prepare payroll
  • Maintain full up to date records and archives of employee files and other documents
  • Supervise, appraise and offer guidance to the Human Resources Assistant, and Admin Assistant
  • Contribute in the preparation of the office running budget
  • Focal person for staff care and duty of care at field location
  • In consultation with the Area manager establish appropriate policies and procedures of accommodation and catering at NRC area office (if needed)
  • Coordinate clearance of staff separating from the organization including exit interviews and final dues payments
  • Perform other tasks assigned by supervisor

Job Requirements

Professional competencies

The skills, knowledge and experience that are expected from the position holder are as follow:

  • BA in Human Resources Management or related field
  • Understanding of the relevant laws and statutory requirements
  • Minimum of 3 years of work experience with related field
