- በቀድሞው 12ኛ ወይም በአዲሱ የት/ት ፖሊሲ 10ኛ ክፍል ያጠናቀቀ፣ 5ኛ ደረጃ መንጃ ፈቃድ ያለው፤ ቢያንስ አምስት አመት ከባድ ተሽከርካሪ የማሽከርከር የስራ ልምድ ያለው
- በምሽት ፈረቃ በመኪና ማጠጋጋት ለመስራት ፈቃደኛ የሆነ
