The Canadian International Resources and Development Institute (CIRDI)was founded in 2013 by three leading Canadian universities: The University of British Columbia (UBC), Simon Fraser University (SFU) and Polytechnique Montréal (EPM) under a Contribution Agreement with Global Affairs Canada (GAC). CIRDI’s mandate is to exchange knowledge and expertise with developing countries that enables leading-practice natural resource governance, environmental stewardship, gender equality and ultimately, poverty reduction. With Canadian and international partners, CIRDI provides leading-practice advice, technical support, training and applied research as well as a platform for innovative thinking, knowledge mobilization and shared learning.
The Institute was established through a five-year (2013-2018) agreement with Global Affairs, Canada to implement projects that secure opportunities for developing countries to improve fiscal and regulatory governance, integrated resource management and livelihoods and employment. CIRDI works with all levels of government to develop training, tools and approaches that address their unique circumstances and needs.
The “Supporting the Ministry of Mines” (SUMM) project in Ethiopia is a five-year, $15 million project funded by Global Affairs, Canada. The project is designed to strengthen the capacity and organizational management of Ethiopia’s Ministry of Mining, Petroleum and Natural Gas (MoMPNG) at operational and strategic levels. The project’s ultimate objectives are to improve resource governance and sustainable long-term management of Ethiopia’s emerging mineral sector.
The project focuses on three key areas: (1) improving the efficiency, transparency and accountability of the licensing, management and geo-data systems, including related social and environmental standards,
(2) strengthening human resource management to create equal opportunities for professional development and employment, (3) improving the Government of Ethiopia’s ability to sustainably promote and manage foreign investment in its mining sector.
The position is based in Addis Ababa with frequent travel to the Ministry’s regional offices.
Job Summary:
The Deputy Director, SUMM will assist the Director, SUMM with all aspects of CIRDI’s externally funded
$15M SUMM project. The position is based in Addis Ababa. The Deputy Director, SUMM is a member of the project’s senior management team and is expected to contribute to organizational strategic thinking, planning, and overall coordination efforts of the project.
Organizational Status: The Deputy Director, SUMM position reports to the Director, SUMM project. Works closely with technical specialists, consultants and local staff. Interacts with the Canadian mission in Ethiopia, donor agencies and senior leadership of the MoMPNG as well other Ethiopian ministries. From time to time will interact with senior leadership level of CIRDI and all three coalition member sites.
Work performed:
Project Leadership: The Deputy Director is a member of the project’s senior management team and provides managerial oversight, and guidance to the project’s Ethiopian staff and initiatives. The Deputy Director participates in developing and implementing policies, procedures, and organizational structures that support the Project’s mission.
Project Development: Working with technical specialists and consultants, identifies and conceptualizes with MoMPNG counterparts the need for technical assistance that advances the Project’s agenda as outlined in the PIP and annual work plans; assists and, as required, directs the development process for complex initiatives including cost analysis.
Project Management: Contributes to project planning and reporting including annual work plans, year end reports, and mid-year reports; supervises and coordinates day-to-day activities; provides guidance to technical leads and specialists, and manages budget; assures that deliverables are completed on time; supports the set-up of the SUMM office including contracting service providers, local consultants and staff to ensure a smooth functioning field office. Supports the Director, SUMM with the project’s monitoring and evaluation protocols including coordination of data collection and analytical strategies such as questionnaires, focus groups, performance measurements, review of documents, and on-site inspections and interviewing.
Liaison Functions: In consultation with the Director, SUMM project, maintains relations with key Ethiopian stakeholders throughout the MoMPNG including directorates, regional office. Provides leadership and coordination with regards to consultations, initiation of counterpart relationships and ensures good communication channels are established between Canadian and Ethiopian specialists and staff, and other project stakeholders including other ministries, donors, and other public and private sector agencies. Ensures effective donor coordination by liaising with other organizations doing similar work in Ethiopia and representing the project on donor coordination committees. Liaises with Canadian mission in Ethiopia and GAC field support services.
Orientation and Supervision: In close collaboration with the Director, SUMM coordinates and manages orientation briefings of technical specialists and consultants ensuring advisory services are delivered to the client effectively and efficiently in a context that reflects the client’s priorities and in a manner that is sensitive to Ethiopian cultural values. This includes an overview of the overall SUMM project and MoMPNG, review of work plans; and as required, supervision of the TORs and deliverables.
Responsible for participating in the development and monitoring of the project budget.

Consequences of Error
This position is critical to the success of the SUMM Project, and will be heavily involved in both the initial set up of the project (policies and procedures) and ensuring that the project is working towards the ultimate mission.
The position is responsible for dealing with complex confidential information where consequence of error is high. Errors in judgment could result in serious impact to the operational activities of the Institute and the SUMM Project, as well as CIRDI and UBC. The Project operates within the high- profile Institute and a politically sensitive environment. Incorrect interpretation or communication of university policy and procedures or lack of tact, diplomacy or sensitivity in dealing with stakeholders could potentially result in damaged relationships and credibility, leading to the potential irreparable damage for the coalition Universities, including their relationships with funders and the federal government.
Supervision Received:
The Deputy Director, SUMM reports to and works under senior administrative and policy direction of the Director, SUMM. Results reviewed for achievement of objectives.
Supervision Given:
In the absence of the Director, SUMM assumes management, oversight and supervisory responsibilities for the project. Works closely with the project team, specialists and consultants. Direct reports include the project officers and the Knowledge Management & Communications Officer.
