Gender Officer - Education Cluster

Location: Erer -Sitti Zone 

Job Summary:

The position holder will be the focal point for GAC project implementation in a quality standard at the district level in the assigned duty station for returned IDP children affected by emergencies. Based in the capital of the district, s/he will ensure implementation of GAC project activities as per the project plan and budget provided, in consultation with the district education office and Women, children and youth affairs office. The position holder will liaise with these offices and the community in the districts regarding the implementation of project activities. S/he will be responsible for sharing information about the project with the district education office, community, and beneficiaries. He/ she will collect data on project implementation and share it with the project coordinator and project manager. 

The position holder will be responsible for organizing training and awareness-raising activities for project beneficiaries and documenting the outcome of dialogue or conversation using minutes. S/He will identify logistic needs and other issues for project implementation as per the project plan and budget. He/she will monitor project activities implemented in each target school and disseminates the necessary logistic support. He /she will document data (disaggregated by gender, disability, age, and school level).

He/ she communicates with project coordinators regarding issues related to GAC project implementation.

Job Specific Roles and responsibilities

Strategic and Technical Assistance and Capacity Building

  • Lead the implementation of gender-related education activities of the project in collaboration with other stakeholders, including conducting gender assessments and organizing training;
  • Build the capacities of government service providers and support them to coordinate referrals and reporting of SGBV and ensure proper follow up of documented incident;
  • In conjunction with the project team, undertake regular field trips to schools and reading camps to check field-based gender mainstreaming activities, and advise on monitoring and reporting on emerging gender-related issues;
  • Provide technical guidance during the implementation of projects using/developing as required gender-appropriate and gender-sensitive tools and ensuring equity in the participation of Adolescent and Youth based on gender and other intersecting identities (e.g. disability; age; host/ IDP/ Returnee; etc.).
  • Contribute to the gender-sensitive monitoring of GAC education project and provide training to girls and school staff focusing on gender appropriate approaches and methodologies.
  • Develop and/or adapt IEC packages on gender Equality/SGBV.
  • Liaison with SC Ethiopia and Canada TAs for collaboration and support.

Representation and Advocacy

  • Represent Save the Children at the monthly & quarterly gender-based meetings and update on progress made, challenges, and appropriate follow-up plans to regional government sector offices.
  • Plan and lead gender-related community activities/campaigns like the international women’s day and 16 days of gender activism as a platform to lobby on gender-sensitive practices and behavioral change.

Monitoring, Evaluation, Accountability, Learning

  • Supporting the project team in measuring achievement and progress towards project goals and results.
  • Support the MEAL team in the development of gender-responsive tools during assessments, Project evaluations, and report, and in documenting and sharing best practices/lessons learned.
  • Coordinate with MEAL colleagues to ensure complaints and feedback mechanism is gender sensitive in terms of access, and that a system is in place to review complaints about nuances related to gender-sensitive programming.

Technical Support role

  • Support communities to increase their knowledge and skills through training, exposure and joint actions
  • Strengthen community self-mobilization through their leaders for participation in their planning, implementation, and monitoring of activities
  • Share latest development ideas and appropriate technologies to community members/groups 
  • Share information on support and cooperation opportunities with communities and other stakeholders
  • Promote adoption of approaches that leads to sustainable development
  • Build communities’ management skills in analysis and reflection processes, setting goals for improvements, planning implementation steps, taking action, and monitoring progress

In order to be successful you will bring/have:

  • Minimum of BED. Or BA degree in an area of education, gender, social work and development studies or equivalent.
  • Preferred working experience related to child protection and gender
  • Good organizational, communication and writing skills.
  • Demonstrate an open and inclusive attitude, commitment to the importance of protecting children and manage to work under pressure and appreciate challenges.
  • Good teamwork skills.
  • Respect of Save the Children rules, policies and code of conduct.
  • Recommended a minimum of five years, among these three years NGO experience in an officer role in emergency and/ or development contexts, preferably with solid experience in more than one of the following priority sectors: Education, Gender, and emergencies
  • Experience in a case study and success story development
  • Good experience conducting training programs, community mobilization, and conversations
  • Good team spirit, and working experience; Strong interpersonal skills & excellent team player
  • Knowledge of latest health-related issues, including technical guidelines and standards in emergency health and WASH as well as COVID 19
  • Experience in community mobilization, dialogue, and/ or conversation
  • Working experience with girls’ education challenge
  • Willingness and ability to work in a hardship environment.
  • Cultural and gender sensitivity
  • Fluency in written and spoken English and local language (Af Somali is mandatory)
  • Ability and willingness to travel and work in rural areas where the project is implemented
