Job Summary

Self Help Africa (SHA), in partnership with A Glimmer of Hope, is implementing two projects in Oda Bultum Wereda, West Hararghe Zone of Oromia region

  1. Integrated Community Development Project (ICDP) in 14 Kebeles
  2. Emergency Response to Desert Locust Invasion Affected People in 9 Kebeles.

Job Title: Monitoring & Evaluation (M&E) Officer

Organization: Self Help Africa – Ethiopia

Job Purpose:

SHA Ethiopia Country Programme would like to recruit one project M&E Officer who will be responsible for providing technical assistance and ensure effective operationalisation of the planning, monitoring and evaluation system for the “Oda Bultum Integrated Community Development (ICD)” project. S/he has an individual responsibility to support the preparation of project annual work plans (AWP), M&E Plan, project development, and be the primary lead for all processes related to monitoring and evaluation. The candidate will also ensure all M&E processes are aligned with donor requirements.

Key Responsibilities:

Specific duties include but are not limited to:

  • Provide quality M&E technical assistance to the ICD project
  • Ensure that the project’s planning, monitoring and evaluation processes meet the sector standards and comply with external accountability requirements.
  • Manage SHA project’s PMF, dataflow chart, data collection process and data entry into the database system.
  • Provide support to field project officers and implementing partners on data collection, data entry and reporting.
  • Assist with the development of annual work plan (AWP), performance management frameworks, and logic models and track the project’s operation accordingly.
  • Maintain and update the ICD project Risk Matrix.
  • S/he will assist the field team to undertake monitoring and evaluation activities to ensure that the OD ICD Project is performing as planned and that the desired impact will be realised.
  • Assist with the documentation and dissemination of findings, best practices and lessons learnt and provide feedback to SHA’s project staff and implementing partners.
  • S/he will assist in the preparation of quarterly, bi-annual, annual and interim status reports as required and compile and prepare monthly, quarterly and annual reports for different stakeholders.
  • Will fulfil/assist with other related activities as assigned by the Head of Programmes.

Qualifications/Other Requirements:

  • BA/BSc or equivalent degree in Economics, development studies, Agricultural Economics, Agricultural Extension, or related fields
  • 3-5 years substantial experience in managing databases, data collection, data entry and analysis, baselines and mid-term/ end line evaluations
  • At least 5 years of experience with M&E methods and approaches, including designing, planning, and implementing M&E systems, analysing and reporting using logical or results frameworks and other M&E approaches
  • Experience with climate change and/or resilience programs is desirable
  • Strong interpersonal and management skills required
  • Ability to work in short deadlines and intense work environment
  • Strong team building and motivational skills/Team oriented
  • Excellent and proven computer skills, statistical data analysis and database management.
  • Excellent oral and written communication skills and project reporting skills is a must
  • Ability to develop well written, cohesive analyses and reports quickly and efficiently
  • Strong analytical, program management, and financial analysis skills
  • High level of spoken and written English language capacity and working knowledge of the local language, Afan Oromo

Contract
