Job Summary

Self Help Africa (SHA), in partnership with A Glimmer of Hope, is implementing two projects in Oda Bultum Wereda, West Hararghe Zone of Oromia region

  1. Integrated Community Development Project (ICDP) in 14 Kebeles
  2. Emergency Response to Desert Locust Invasion Affected People in 9 Kebeles.

Job Title: Humanitarian Field Officer

Our approach is collaborative and market-based: although we see our primary clients as smallholder farmers in Africa, we work with all participants in the agricultural value chain.

Job Purpose:

For the past year, desert locust swarms have destroyed tens of thousands of hectares of crops and grazing land in north east Africa in the worst invasion the region has seen in 25 years. The impact across Ethiopia has been particularly acute causing major food security concerns. In response to this, SHA Ethiopia has designed an emergency intervention in Oda Bultum to meet the needs of the local community.

Under the supervision of the SHA Country Office, the Humanitarian Project Officer will be responsible for supporting the organization and implementation of food distribution activities for the Deseret Locust (DL) affected families in Oda Bultum woreda. He/she will work closely with the Project Manager and team to plan and coordinate direct food support distributions, conduct field level assessments, beneficiary identification, reporting and other related tasks as required. Furthermore, responsible for ensuring that day to day documentation, distribution reports and field inventory reports are prepared in accordance with SHA policies, agreed Standard Food Distribution Procedures and submitted to the relevant parties

Key Responsibilities:

Specific duties include, but are not limited to:

  • Support the desert locust emergency response activities in Oda Bultum woreda
  • Support the implementation of field level assessments
  • Liaise with relevant government staff
  • Be involved in the identification and verification and ensures updated file (spreadsheet/beneficiary profiles) of all the affected beneficiaries enrolled in the project
  • Support the DL emergency response activities: particularly the direct food support distributions
  • Support the Logistics Officer in procurement of food items: develop specifications, drafting tender documents, quality control along the supply chain
  • Support the Logistics Officer to develop store management systems
  • Prepare periodic work plans and budget breakdowns for the project
  • Write clear reports to summarise the distribution activities
  • Ensure beneficiaries are respected and cared for during distribution activities and prioritise vulnerable cases during distribution and provide needed support
  • Ensure that all staff involved in the response abide by SHAs code of conduct.
  • Conduct post distribution monitoring surveys
  • Compile and submits periodic project activity reports
  • Maintain all documents related to the project areas in standard filing system
  • Perform other related activities as requested by the Manager of SHA Head of Programmes

Qualifications/Other Requirements:

Essential:

  • BSc/BA degree in Agriculture, Rural development, disaster risk management or other relevant field of study
  • Minimum 2 years of experience in humanitarian aid and/or emergency response work
  • Good inter-personal and communication skills
  • Capacity and maturity to establish and maintain links with government officials, and smallholder farmers
  • Computer literacy, particularly in MS Word and MS Excel
  • Demonstrable good command of English and Afan Oromo languages (both written and spoken)

Desirable:

  • Proven ability to work in multidisciplinary and multi-stakeholder working environments
  • Experience working in an NGO setting on humanitarian works
  • Experience of food items and or non-food items distribution
  • Evidence of relevant training in humanitarian related skills

Contract

  • 6-month fixed contract
