Job Title: Cash Transfer Programme - Coordinator
Work unit: Disaster Preparedness and Response Department
Reporting to: Head, Disaster Preparedness and Response Department
Terms of employment: Contract for one year, with possibility of extension
Place of Work: Addis Ababa with regular visits to the regions
Grade: XIII
Salary: 18,685.00
Duties and responsibilities
Overall responsibility
- To ensure the cash based interventions are successfully implemented in the project areas.
- To connect with other related ERCS projects(such as SERA(Canadian RC), pfr2 and SCSRE 2 as well as movement partners(PNS, IFRC and ICRC) in order to look for synergy, complementarity and learning:
- Work in collaboration with Government offices such as national Metrological agency, National Mapping Agency, National Disaster Risk Managing Coordination offices.
- Ensure the respect of RCM code of Conduct, the confidentiality and humanitarian principles and contribute to the integration of protection, Age, Gender and Diversity (AGD)mainstreaming into ERCS CTP programming as well as the use of community based approach.
- Ensure timely compilation and submission of monitoring and technical reports to Head Disaster Preparedness and response department ERCS,
Strategy/policy
- To share/promote the innovative approach and collaborate with(regional) organization and initiatives in Ethiopia.
- Identification of capacity, opportunities and skills gaps in cash based interventions and design relevant actions to enhance the programme and discuss with ERCS and NLRC and other IARP partners on the way forward.
CTP technical support
- To support the effective implementation of the ERCS IARP progamme in good coordination with the project team, NLRC and other IARP partners, aiming at the quality implementation of the programme.
- Develop CTP standard operating procedures and common standards for the National officer by:
- Analyzing the country’s landscape /context and mapping in relation to cash transfer programming opportunities and constraints.
- Reviewing the current cash transfer projects across sectors in the country.
- Relating the existing CTP standards and tools currently being used in Ethiopia to the domain as well as cash in emergencies toolkit.
- Review internal and external learning on designing and implementing CBls.
- Carry out situation analysis on existing tools that are currently used by cash actors to assess delivery mechanisms and modalities.
- Carry out situation analysis on existing CBIs and support the execution of a baseline survey.
- Effective partnership and collaboration achieved and maintained for cash transfer advocacy, technical cooperation, information sharing and networking.
- Support capacity building and training activities for cash transfers and market based programming. Help to develop training tools as necessary.
- To provide or arrange technical support as required, in cash interventions.
- To assure that the cash interventions complies with country strategy, policy and standards.
- To conduct regular monitoring visits and share the report to ERCS and cc NLRC Addis office and provide technical support to ERCS HQ and branch for proper identification, documentation and sharing of field lessons, success stories , and challenges.
- Participate in consultation meetings ,the Ethiopia cash working group
- Document best practices and participate in the development of communication materials for learning and advocacy.

Qualification Requirements:
- Master Degree in Social Science / Development studies or other relevant field related to Emergence preparedness and response and disaster risk management OR first degree in these same fields with equivalent of proven work experience.
- At least 8 years’ experience for master degree and 10 years’ experience for first degree in development cooperation and extensive field experience , preferable within the red cross and red Crescent movement.
Other skills & Competencies:
- Proved experience and skills in donor reporting in English.
- Technical expertise on and experience in working with cash transfer programming.
- Proven relevant experience in developing and coordinating integrated programme in Arid and semi-arid areas of Ethiopia.
- Proven experience in working in consortium as well as coordination and networking with various stakeholders:
- Experience in participatory planning and review techniques:
- Strong capacity building and facilitation skills is an advantage:
- Practical knowledge of computer skills:
- Ability to work in a challenging environment with a minimum supervision and meeting deadlines without compromising qualities.
- Fluency in spoken and written English.
- Willing to abide by and respect red cross/red crescent principles and values understanding of and commitment to ERCS mission, values, strategies and programming approaches.
