CARITAS Switzerland (CACH) has been working in Ethiopia for more than 45 years. Currently CACH cooperates with different partners in Ethiopia. Recently, CACH has successfully been registered as an International Foreign Charity Organization in Ethiopia and has therefore become operational at project implementation level. CACH’s main working fields are the field of Economic Development, agricultural development, and food security, WASH as well as supporting and implementing emergency and relief operations. Our current working areas are in southern and Eastern Oromia Region and Tigray. CACH supports and implements currently different projects in these regions.

Summary of Duties The Humanitarian Aid Coordinator is expected to contribute to the successful implementation of the humanitarian aid response project. He/She is will be the reference and the representative of the Organization in humanitarian aid at the CO and at the field, monitor and supervise the respective activities at the same time as they go about its implementation in order to guarantee that the objectives are met in line with the policies and strategies of Caritas Switzerland.

The Humanitarian Aid Coordinator is operating in front-line conditions, planning and organizing humanitarian aid to the people who have been hit by human or natural disasters. She/he Reporting to the CD, the selected person plays a key leading role in the country in relation to humanitarian response, preparedness and advocacy. It is required to develop long-term vision and strategic planning to achieve significant impact in the humanitarian programme including leadership on the implementation of the Humanitarian Strategy. The Humanitarian Aid Coordinator must be ready to undertake frequent field trips to project sites.

Main Areas of Responsibility

  • Provide technical leadership and support for Disaster Preparedness and Emergency programmes leading to the development of a DRR approach;
  • Managing emergency activities and monitoring their activities.
  • Analyze, gather and consolidate contextual information in CACH’s areas of operation, and in country.
  • Provide the HoP and CD/DCD with a clear analysis of trends and issues within the operating environment
  • Assessing emergency situations and working closely with local staff
  • Overseeing budgets and closely follow-up activities with field staff
  • Develop and implement CACH’s contingency plan(s).
  • Support the security focal person and ensure staff follow safety and security procedures at field level
  • Producing response reports, recommendations and proposals for emergency interventions
  • Liaising with local authorities, partners and other humanitarian actors
  • Producing funding proposals
  • Support Field experts to implement emergency responses in their areas of intervention
  • Define, propose and ensure the implementation of response strategies, including remote management, action plans and operational models for each CACH emergency intervention.
  • Support the implementation of out of area emergency responses, in coordination with the overall Field Coordinators/ Head of Programme. 
  • Represent CACH in Humanitarian Coordination fora and in Clusters and other coordination meetings as required (especially UN and/or GoE led clusters).

The candidate must be ready to undertake frequent field trips to projects and partner organizations.

Job Requirements

About you

The ideal candidate represents the majority of the below mentioned areas;

  • Advanced degree in international development studies, humanitarian aid or other related topics.
  • Significant field experience (at least 5 years) of humanitarian response work in a range of environments, including experience of field-level management of complex humanitarian response programmes and all phases of the project/programme cycle.
  • Experience of designing and/or implementing Humanitarian Capacity Building strategy and activities.
  • Experience or at least understanding of Community Based Early Warning Systems and their links with Humanitarian Response.
  • Strong experience of linking humanitarian response to development programming, including disaster risk reduction programming at all levels
  • Knowledge of humanitarian standards and conceptual guidelines and frameworks and international applied Codes of Conduct.
  • Willingness to travel extensively to field sites also during ad hoc missions and in very fragile areas (by respecting internal safety and security guidelines).
  • Languages: fluency in English (oral and strong English writing skills) Local language is benefit..
  • Significant field experience in emergency food security and livelihood programmes.
