Job Summary

To provide training, develop policy and procedure Manuals and implementation of International Public Sector Accounting Standards (IPSAS)

ORGANIZATION: Health, Development and Ant-Malaria Association (HDAMA)

Health, Development and Anti-Malaria Association (HDAMA) is a Civil Society Organization which was first established in 1998 to respond to the devastating malaria outbreak. The Association has been re-registered and accorded legal personality with Registry Number 0419 on 16/05/2019 as a local organization in accordance with Civil Society Organizations Proclamation No. 1113/2019.

SCOPE OF THE JOB:

The scope of the services required under this consultancy includes the following:

  • Provide training for 4 employees and technical support to the staff on the preparation of accrual-basis IPSAS financial statements; 
  • Develop an IPSAS policy framework; conduct Asset valuation, conversion and implementation of IPSAS;
  • Review the current financial management procedures and practices of HDAMA, and prepare Finance Manual and Property Management Manual by considering the basic standards mentioned in IPSAS with its Disclosures’ which are relevant and applicable for the organization need
  • Identify possible challenges to be faced in the process with a possible way forwards

TIME FRAME:

  • Provide training for the staff for 15 half working days after the sign of the agreement
  • Conduct Assets Valuation, conversion and implementation of IPSAS for 20 working days
  • Prepare first draft Financial Management  Accounting policy and Procedure Manual and Property Management Manual separately and submit to HDAMA in hard and soft copies within 25 days after the signing of the agreement
  • The final edited manual shall be delivered to HDAMA in hard (4 copies) and soft copies not later than 5 days after receipt of comments from HDAMA on the first draft.
  • Finally prepare report and present to the management for the identified possible challenges to be faced in the process with a possible way forwards

Job Requirements

ELIGIBILITY CRITERIA FOR APPLICANTS:

  • Evidence of previous work-related IPSAS training, implementation and manual development
  • A Taxpayer Identification Number (TIN), currently renewed Business License and Registration of Value Added Tax (VAT) Certificate
  • A Technical Proposal (maximum 2 pages)
  • A Financial Proposal (1 page)
