Job Title: Gender Strategy Consultant

Background:

John Snow, Inc. (JSI) is a public health management firm, headquartered in the United States, dedicated to improving the health of individuals and communities throughout the world. JSI has been implementing public health work in Ethiopia for over 25 years.

JSI is implementing the five-year Digital Health Activity in Ethiopia, which is funded by the United States Agency for International Development (USAID). The purpose of this Activity is to support the Government of Ethiopia (GOE) to improve the quality of health services and create a sustainable health care system through the use of data for decision making, as well as to provide similar services to other countries in Africa or to respond to a crisis in Ethiopia (as needed). The primary objectives of the Activity are to 1) support information technology systems and data repository at all levels; 2) build a culture of data use; and 3) improve capacity and governance of MOH health information systems management.

We are looking for a Gender Strategy consultant who will develop a Gender Strategy and time-bound action plan for the Digital Health Activity (DHA) project. The strategy should guide the action of the Gender Advisor and all department heads.

Responsibilities:

Specific responsibilities of the Gender Strategy consultant will include, but not limited to the following:

  •  Carry out a literature review on gender in the context of digital health information by consulting relevant databases, desk reviews of secondary documents and expert interviews from relevant line ministries including review of DHA materials.
  • Developing Gender Strategy for the DHA based on review of current literature and within the context of the national Information Revolution Roadmap.
  • Recommending possible action points for mainstreaming gender within the Digital Health Activity and rollout of the national information revolution roadmap.
  • Mapping national actors DHA can engage and work with to mainstream gender within the national information revolution.
  • Develop literature review proposal and receive input from DHA team.
  • PowerPoint presentation of the proposal, the gender strategy and action plan developed and include inputs solicited during presentation.
  • Share draft review document and strategy for comments by DHA.
  • Finalize and submit the documents by incorporating comments

Expected results:

At the end of the assignment the consultant will submit:

  • Literature review proposal and PowerPoint presentation of the review results and the gender strategy.
  • Review of current literature on gender mainstreaming within the context of digital health information systems.
  • Final gender strategy document.
  • A summary of recommended action points by incorporating the inputs from the Gender Advisor and Department heads.
  • The strategy and action plan that include stakeholder engagement plan (that reflects and clearly describes actions on stakeholder engagement) and Gender-sensitive indicators (that will be used to track, monitor, and report on gender results).

Job Requirements

Qualifications:

  • Advanced University Degree (minimum Master’s Degree in gender studies, development studies, political science or other related fields).
  • Seven years of experience in program management of gender equity, gender mainstreaming or women empowerment policies/projects/programs; knowledge of gender equality at the institutional level.
  • At least five years of experience in planning, design, preparation and delivery of gender equity strategies.
  • Prior experience developing or mainstreaming gender within the context of digital health information systems is a plus.
  • Excellent proven written and spoken Amharic and English languages.
  • Strong oral and written communication skills
