Job Description

ROLE PURPOSE:

The Child Protection Officer has responsibility to initiate, oversee and support the implementation of Child Protection and psycho social support in emergencies strategies and activities for the Tigray conflict response. The CP Officer will be responsible for coordinating the work of and providing guidance to the Community CP Workers and CFS facilitators. The post-holder will report to the Program Coordinator with technical relationship with CP Specialist.

The role will ensure unaccompanied and separated children and other vulnerable children including SGBV issues. Also as CP officer you will support psychosocial wellbeing of children and their families, including Psychological First Aid affected by the Tigray conflict.

KEY DUTIES & RESPONSIBILITIES

  • Manage and support the individual case management process including identification, documentation and referrals.
  • Provide problem solving solutions to community workers.
  • Coordinate with other agencies relating to interagency Child Protection and psycho social issues arising within the response region.
  • Liaise with local authority leadership regarding Child Protection and psycho social issues to be addressed at community level.
  • Facilitate regular meetings with local community leaders (zone leaders) regarding community based child protection and psycho social interventions and actions;
  • Ensure the correct management of Child Protection Information Management System (CPIMS) CFS monitoring tools documentation at at Woreda level;
  • Facilitate participatory analysis and planning at Woreda levels to identify and prioritise risks posed to children;
  • Provide CP community Workers with technical support regarding complex cases or specific technical difficulties
  • Responsible for the overall project implementation, works with and supervises the activities of Community based CFS facilitators at the Child Friendly Spaces
  • Supervise the woreda Child Friendly Space locations by visiting Child Friendly Spaces on a regular basis, ensuring that activities are implemented in an appropriate manner and according to schedule
  • Provide technical capacity to CFS facilitators on basic concepts CPiE, PFA and PSS to roll out activities based on agreed minimum standards.
  • Ensure accurate attendance is taken at least two times/week and given to Coordinator on Thursdays
  • Ensure that missing children are followed up and that regular meetings occur between CFS and communities
  • Contribute to the design of an overall programme contingency plan.
  • Produce timely progress reports, including both quantitative and qualitative information, on CP activities and input into regular situation reports.
  • Identify and build links with other partners, ensuring that issues for child protection and psycho social support are raised and addressed.
  • Comply with all relevant Save the Children policies and procedures with respect to Child Protection, health and safety, equal opportunities and other relevant policies

Job Requirements

In order to be successful you will bring/have:

  • A good communication skill with fluency in written and spoken English;
  • Bachelor’s degree in Social Work, Sociology, Psychology / Health related fields with 2 years’ work experience in Child protection work in development-related organisations; experience in refuge operation is advantage.
  • Knowledge of community based child protection approaches, preferably including experience in participatory approaches (PRA/PLA) and child participation methodologies.
  • Good IT skills including the use of Word and database software
  • Demonstrable ability to adapt to changing programme priorities and emergency priorities that may arise
  • Strong self-starter, able to take initiative and adapt to changing circumstances and priorities
  • Positive attitude towards community work with emphasis on the ability to learn from communities and support innovative approaches to problem solving
  • Commitment to Save the Children’s Child Protection Policy

Desirable

  • Knowledge of internally displaced persons operations; knowledge of the area is an added advantage;
  • Experience in designing and facilitating training sessions;
  • Experience in working in an insecure environment
  • Knowledge of the TIGRAY region socio-culture and local language where the post is located

EXPERIENCE AND SKILLS

Essential

  • Very good written and spoken English,
  • Basic understanding of child protection, psycho social and community based approached
  • Computer knowledge
  • Strong interpersonal and communication skills
  • Be able to prioritize tasks
  • Able to operate in extremely harsh living and working environment

Desirable

·      Knowledge of the Tigray region, socio-culture and local language where the post is located as an added advantage
