The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Import Export Assistant (1 year fixed term contract), based in Addis Ababa with frequent travel to Tigray and Amhara regional states.
ACCOUNTABILITIES AND RESPONSIBILITIES
SPECIFIC ACTIVITIES
Import of incoming international freight
- Regularly contacts upstream supplier (GVA/LSC Nairobi or other delegations.), in order to prepare docs for import/reception of the goods
- Handles correspondence with Ministries (MoFA, MoH/EFDA, ERCA, RTA) to obtain the clearance and process
- import permit/exemption of ICRC shipments
- Carries out all the required customs formalities at all times
- Reception of the goods in the airport and transport to Dispatch/ICRC WH or directly to final user if necessary
- Maintains and updates JDE IMPEX database regularly.
- Receives different international pouches and deliver to chancery as per the procedure
Export duties and responsibilities:
- Handle all export shipments as per the export procedures and requirements in collaboration with concerned authorities and freight forwarder company.
- Prepare all the required export documents and facilitate export permits from concerned authorities.
- Book export cargo as per the plan of shipment, notify and communicate with recipient delegation in due time
- Respect recipient delegation’s import procedure and related green light issues.
Transport - Organising and monitoring
- Sends regular updates on the status of goods under clearance, alert on delays and problems or irregularities
- Travels to different points of entry or exit for import and export of shipments or new ICRC vehicles.
- Escorts convoys from entry up to the point of destination/ at logistics compound
- Processes vehicles importation/exportation registration and permit with the concerned organizations/authorities namely ETA.
- Arranges annual vehicle inspection fees in coordination with the Vehicle Fleet Manager
- Organizes and monitor the reception/shipment of incoming and outgoing cargo, by any necessary commercial or ICRC internal transport means (road, air, sea)
- Implements and enforces all general and transport-related ICRC rules & regulations
- Implements and enforces all local customs- and transport- related laws and procedures for import, export and transit goods
- Implements and enforces IATA dangerous goods regulations (IATA-DGR) for air shipments
- Ensures that the latest customs regulations are communicated and applied.
Administration
- Organizes and monitors reception, filing, and follow-up of Pre-Shipment Advices (PSAs)
- Organizes and monitors correct establishment, usage, dispatch and filing of all transport-related documents (waybills, air waybills, bills of lading, customs-related documents, MoFA import permits etc.).
- Organizes and monitors transport-related communication (pre-shipment advices for sent cargo, acknowledgements of reception for received cargo, general correspondence).
- Maintains coherent, exhaustive and up-to-date files relative to all import-export activities in JDE impex tool.
- Provides adequate reporting about all import-export activities
- Checks and processes invoice from the clearing agent and transporter, provides all supporting documents and submits for signatures and payment.
- Evaluate all the invoices submitted by freight forwarding company, place Supply Request (SR) for all executed services and submit all the import-export documents/invoices to finance for payment timely.
Service Provider/Freight forwarding company/interlocutors
- If necessary*, supervises or carry out issuance of calls for tenders, establishment of tender/offer selection tables, confirmation of orders and/or establishment of contracts
- Depending on the type and features of the concerned transport-related operations, the applicable ICRC rules and procedures may designate certain steps as facultative.
- Follows-up regular Service Provider performance, black-listing those that prove unreliable or do not respect the rules and regulations.
- Carries out the necessary written, telephonic and/or face-to-face interventions necessary to facilitate ICRC transport-related operations and obtain recognition of ICRC privileges (tax exemptions, etc.)
ADDITIONAL DUTIES
- Follow up on all work-related messages and correspondence with the relevant contacts and departments
- Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position
- Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses
- Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image
- Takes responsibility for his/her own professional learning and development
- Contributes to the analysis of the security, socio-economic, cultural and political environment relevant to the ICRC and share relevant information with colleagues.
- Reports events and changes within the region that could have an impact on ICRC's activities and hence provides sound elements to the Delegation that allow to establish objectives and priorities.
Job Requirements
- College diploma in logistics or related fields.
- two years' experience working in a clearing and forwarding company.
- Proven knowledge of customs and import-export procedures
- Import export experience in humanitarian organization is an asset
- Excellent command (spoken and written) of English and/or French
- Computer skills (especially in logistics software
- Certification in clearing and forwarding is an asset
- Valid IATA Dangerous Goods Regulations certification is an asset
- 3rd grade driving license is mandatory
