Title: Protection Officer –GBV Prevention 

Location: Dimma

Employment Category: H2

Contract Duration: One Year 1 (12 months)

Reporting To: Protection Team Leader

Direct Reports: Protection Assistants -WFS

INTRODUCTION 

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender-based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

OVERALL PURPOSE OF THE ROLE: 

Working under the direct management of the Protection Team Leader , The Protection Officer- GBV Prevention, will be responsible for all gender-based violence (GBV) prevention-related activities in the community, including trainings, workshops, awareness-raising activities, and campaigns with government actors, community leaders, women and adolescent groups, and community members.  

RESPONSIBILITIES 

Technical Support:

  • Provide direct supervision to Community Outreach Workers through development of daily and weekly outreach plan
  • conducting house to house visits or group discussion sessions in the community
  • Mobilize community members to create a protective environment for women and girls and promote their safety and dignity
  • Develop and conduct trainings and workshops for DRC GBV staff, other DRC staff, partner organizations and community members on a variety of issues related to violence against women and girls, access to services, and reducing risk for women and girls. 
  • Make sure IEC messages are appropriate for the community and tested before dissemination. 
  • Provide prevention-related trainings for all relevant sectors and community members.
  • Contribute to a positive team spirit among all DRC staff. 
  • Provide mentoring to GBV outreach team on a weekly basis. 
  • Support adherence to GBV referral protocols
  • Assess gaps in GBV prevention services 
  • Facilitate and lead community-based GBV coordination in relevant sector meetings
  • Maintain positive coordination and relationships with partner and other DRC sector staff.
  • Develop monthly outreach plan based on case trends and needs of women and girls 
  • Ensure trainings and mentorship activities are done in accordance with DRC logistics policy and in a timely manner to ensure the successful implementation of programs  
  • Prepare and submit weekly, monthly and 3-month work plans in a timely manner and incorporate manager feedback. 
  • Compile monthly report and submit to the Protection manager by the 28th of every month.  
  • Ensure that all relevant financial documentation is completed accurately as required by DRC finance policy.
  • Develop monthly outreach plan with social workers, based on case trends and ongoing needs of women and girls, include strategies to reach women and girls who are more isolated/have special needs.
  • Work in collaboration with Response Officer to ensure ongoing needs of women and girls in the camp are being met through prevention-related activities.
  • Collaborate with the GBV Response Officer to organize awareness raising events, including mass awareness events and ensure response related topics covered in events.
  • Estimate quarterly program purchase requests according to the field requirements and submit requests on time.
  • Monitor supply and logistical needs of project and ensure adherence to all relevant DRC logistic policies, including management of materials in the warehouse including management of materials in the warehouse.
  • Ensure that all relevant financial documentation is complete and submitted to finance in a timely manner as required by DRC finance policy.
  • In the absence of the Response Officer or any other responsible person the officer will organise and lead case management meetings with relevant stakeholders.
  • Take over any other task designated by the Protection Manager/Protection Team leader to ensure proper functioning of the Protection Program

General Management and Support:

  • Manage all Incentive social workers, supporting respectful and positive working relationships which allow for the effective implementation of all DRC Protection activities. This is to be achieved through leadership, team building, day-to-day support and capacity-building.
  • Undertake daily supervisory, monitoring and support visits to project locations.

Reporting:

  • Under the direction of the Protection Team leader, support local level reporting for both internal and donor purposes on all Protection related activities. This will include providing weekly reports to the Monitoring, Evaluation and Documentation Officer.

Job Requirements

Experience and Technical Competencies: (include years of experience)

  • Bachelor’s degree in in Social Work and Sociology or other relevant field from a recognized institution.
  • Minimum 4 years of experience in an entry to mid to level position, preferably with experience in the NGO field.
  • Commitment to learning and implementing organizational policies and procedures. 
  • Full proficiency in Microsoft Office.
  • Excellent verbal and written proficiency in Aywaa, Murle, Amharic and English.

Education: (include certificates, licenses etc.)

  • Bachelor’s degree in Psychology, Social Work and Sociology or other relevant field from a recognized institution.

Languages: (indicate fluency level)

  • Excellent verbal and written proficiency in Amharic and English
