Purpose

This role has a country focus and ensures compliance with ZOA policy, procedures and guidelines within the country. Under direct supervision of Quality of Programme Manager, the MEAL Coordinator; will coordinate MEAL related activities of all programs/projects implemented in ZOA Ethiopia Country office. S/he is responsible to ensure that the delivery of the programs is in line with ZOA approach, Donor requirement, ZOA MEAL Framework and specific programmatic approaches (adaptive programming). S/he will be responsible for ensuring the MEAL systems is well functioning and strengthened to attain optimal programme quality and accountability to beneficiaries, partners and donors.

Typical Responsibilities - Key end Results of the Position:

Management and Leadership

  • Provide overall supervision and leadership on the MEAL functions and strategy delivery at Programme area office level
  • Prove supervision, mentorship and professional development to MEAL staffs in the Programme area office so that staffs have the required capacity and enthusiasm to undertake their responsibilities
  • Ensure the utilization of appropriate reporting templates that facilitate the acquisition and aggregation of information in programs or develop and maintain effective information database

MEAL System Development

  • Responsible for supporting the adaptation of the MEAL framework and protocols
  • Develop and implement a work plan for rolling out the MEAL Framework at programme area offices
  • Ensure harmonized and standardized MEAL systems and procedures are in place across different intervention areas
  • Ensure MEAL evidences (IPTT, CFR, project performance/action trackers, etc) are used for management decision making and continuous performance improvement
  • Provide technical MEAL guidance and leadership at all levels of the Country Program such as leading efforts to document progress, effectiveness and impact for donors reporting requirements, and for use in new project design
  • Work closely with MPQ to ensure adherence to Core Humanitarian Standards
  • Support Program Managers in developing Theory of Change, break this down into projects and contribute to the formulation and writing of proposals and reports
  • Provide technical and methodological support to programs for the implementation of monitoring and evaluation activities (incl. KAP), data management (development of questionnaires for surveys, sampling, input method, extraction of useful data and interpretation) and integration of cross-functional issues
  • Lead and participate in all other aspects of MEAL, for example surveys, baselines, mid-term and end-term evaluations, joint projects monitoring and reviews / lessons learning workshops/events
  • Managing ZOA Ethiopia key accountability mechanisms and reporting systems
  • Develop the capabilities of program teams in the areas of collection and analysis of data (method, formats, software, etc.), indicator measurement, feedback and complaint mechanisms, negative impact analysis, etc.
  • Conduct quarterly field visits per programme office for monitoring of implementation following the proposed plans and quality of Programme implementation
  • Compile and disseminate periodic reports including monthly action plan tracker and CRM database, and quarterly MEAL report to MPQ and senior management team for decision making 
  • Promote learning in the project, particularly on issues of programme quality and contribute to quality assurance of projects. Regularly produced and report on best practices and case studies; ensure new analysis and information is available
  • Ensure that beneficiaries and other vulnerable community members including stakeholders are involved and participated in all MEAL activities
  • Serves as focal person for the implementation of Knowledge Management and Learning and CoC
  • Focal point for digital data collection (through KoboCollect).

 

Technical MEAL Support and Capacity Building

  • Undertake continuous staff capacity assessment and develop capacity building plans
  • Provide trainings and capacity building for staff as required
  • Ensure relevant staffs receive proper orientations, inductions, training to help them deliver their MEAL responsibilities
  • Provide technical support for MEAL staffs to ensure program data are well secured through electronic backup system and hard copy filing
  • Sets standard and agreed performance objectives for all direct supervisees

Consortium Coordination

  • Act as focal point for all MEAL related issues in consortia.
  • Organize and run MEAL workshop and review of the consortium.
  • Lead Consortium MEAL technical working group
  • Ensure coordination of data collection and compiling.
  • Act as focal point for baseline study, midterm and final evaluation for consortia.

Dealing with Problems:

The incumbent should have a high degree of problem analysis for both external and internal environments in order to propose viable solution which is in line with the organizational rules and regulations

Communications and Working Relationships

Internally: ZOA office and program staff; mainly Quality of Programme Manager and Programme program area managers.

 Externally: Refugees, host community, community committees, local and international NGOs operating in the same geographical locations, government bodies, donors, external consultants.

Job Requirements

Education & Experience

  • BSc/BA/ MSc/MA degree in an area of statistics, economics, social science or equivalent. MA/MSc preferred.
  • Minimum of 7 years for degree holder, preferably with solid NGO experience in more than one of the following priority sectors: livelihood and food security. Adaptive programming, shelter, education, child protection and emergencies etc.
  • Direct experience of rolling out and managing MEAL systems and of working on all aspects of MEAL
  • Experience with statistical packages such as SPSS, GIS Software: MAP-INFO, ARC-VIEW preferred but not required.
  • Experience in digital data collection (Kobo tool box) ODK etc.

Minimum qualifications Skills & Attributes

  • Specific knowledge of donors such as WFP, UNHRC, UNOCHA, EU, MoFA The Netherlands, is highly desirable.
  • Refined professional writing and verbal communication skills.
  • Experience in Project Cycle Management and CHS.
  • Certified on M & E training
  • Strong interpersonal skills and ability to foster collaborative relationships with employees; highly approachable and responsive in nature.
  • Ability to work with programme staff of varied skills, experience and background at all levels.
  • Being able to work under pressure and meeting deadlines.
  • Excellent time management and prioritization skills.
  • Independent, self-starter; makes informed decisions without constant direction.
  • Strong working knowledge of MS Office required.
  • High accuracy and attention to detail
