Job Description

Background and Context

SOS Children’s Villages Ethiopia is an International Non-governmental organization and a member of SOS Children’s Villages International Federation. We started our humanitarian work in Ethiopia with the opening of our first Village in Mekelle, Northern part of Ethiopia in 1974. Since then, we have expanded our programs to different regions where there are significant needs for intervention and where we believe we can work in partnership with all relevant actors to bring sustainable positive outcomes for children’s and young people.

Today, we have grown significantly to meet the persistent challenges that confront Ethiopian children who have lost parental care and those that are at risk of losing their parental care. Working in close collaboration with international donors, local government and community based organizations across seven program locations; we aspire that every child grows up with love, respect and security.

The Dutch Relief Alliance (DRA) is a coalition of 16 Dutch aid organisations in partnership with the Netherlands Ministry of Foreign Affairs (MoFA). The structure of the DRA enables participating NGOs to respond to major international crises in a timely and effective manner. The rising number of humanitarian disasters around the world has placed an increased burden on international aid organisations. The global increase in the number of armed conflicts and the deepening complexity of these conflicts – is also adding to the severe strain on the existing humanitarian system. In Ethiopia, as the result of an unprecedented crisis due to the C-19 (C19) pandemic, compounded by a devastating desert locust invasion, widespread flooding and rising food prices, 05 DRA JR partners (Cordaid, Tearfund, Stichting Vluchteling (SV), Care & SOS CV) with their 03 local partners (MCDP, OWDA and MCMDO) are responding the Ethiopia COVID Joint response to addressed target vulnerable individuals of 275.935 people with funding budget of 3 million EUR with lead JR by SOS CV Netherland and Ethiopia .

General Objective

The purpose of the this capacity building is to strength the joint response partners with providing training in related to the joint response project content and core principle of the DRA alliance for international humanitarian joint response in crisis affected areas .

The specific objectives 

  • To capacitate and strength DRA JR partners field staff in GBV/protection and CHS principle 
  • To provide the DRA JR partners field staffs in learning and innovation on the new technology of humanitarian response mechanism of Cash and Voucher assistance 
  • To allow experience exchange among DRA partner in good practices 

Scope of work

The training is intended for partners to mutually learn and to provide technical support and capacity building input into ongoing ECJR planning and future Joint Responses. It should be a practical and useful support and allow for DRA JR partners to capacitate and promoting local leadership in effective and accountable in humanitarian aid. Response immediate changes in program design. 

Expected Deliverables

  • Develop and prepare the training manual and tools for each topics of the training and adapt if needed
  • Review and organize the necessary training tools documentations, develop tentative training schedule in consultation with JR Filed Coordinator and partners
  • Facilitate the training in the form of group discussion and team work for in-depth understanding and make participant more interactive than lecturing  
  • Organize pre and post assessment survey on the training knowledge and Analyse data and compile learnings into draft training report 
  • Prepare and submit the final training report 

Job Requirements

The DRA JR Lead training consultant should have: 

  • Demonstrated experience in Providing training and capacity building in humanitarian programs, preferably with Gender Based Violence (GBV) ,Core Humanitarian standards (CHS ) ,Core sphere standards (CSS) and Cash and voucher assistance (CVA)
  • A sound understanding and experience in contextualizing the training to wards to the humanitarian response in the Horn of Africa, especially Ethiopia
  • Expertise in one or more of the relevant technical areas (FSL, WASH, MPC, Health) for this response. 
  • A sound knowledge of Humanitarian Principles; the Code of Conduct for the International Red Cross and Red Crescent Movement and NGOs in Disaster Relief; the Core Humanitarian Standard; and Sphere Minimum Standard in Humanitarian Response, as well as an appreciation of key challenges and constraints to their application in the relevant context.
  • Strong facilitation skills and a creative approach to participatory workshops that focus on collaborative learning; 
  • Demonstrated analytical, communication and report-writing skills on the capacity building /consultancy training.
  • Fluent written and spoken English

The pluses

  • A good understanding of DRA Core standard Policy and funding 
  • Previous related experiences with SOSCVE , DRA JR partners and other INGO projects will be an advantage.

The selected consultant will sign the code of conduct or child protection policy of SOS CVE before the commencement of the work.

  • Contact details for two referees for similar type of work. 
  • Confirmation of availability to undertake this work and to deliver the report on time.
