Background

CIFA ONLUS is an international non-governmental organization (NGO) born in Turin in 1980. For over 40 years we have been working alongside children and young people from all over the world to build a more inclusive, fair, and sustainable society with them.

It is over 36 years of commitment to protecting the rights of the most vulnerable children and working in Ethiopia for over 15 years. CIFA works in migration and environmental protection sectors, supports access to primary and secondary education, especially for girls, fights against the worst form of discrimination, and supports women’s economic empowerment.

To promote youth's central role and spread its culture, we collaborate with people, families, and communities, carrying out cooperation and educational projects for global citizenship, international adoption paths, and family support services.

We believe that young people are the engine of change and we strive every day for them to be the main players: with the participation of the new generations, a better future for everyone is possible.

We work to promote the protagonism of children and young people all over the world so that they can become actors of a change: for a sustainable future from an environmental, economic and social point of view.

Objective

CIFA implemented successfully the projects awarded in the period from January 01^st, 2020 to December 31^st, 2020 with a total annual budget/expenditures level of 17M ETB. Funds had been received by different Donors such as AICS (Italian Agency for Development Cooperation), Regione Marche, GIZ, and EU.

Currently, CIFA ONLUS is applying the International Financial Reporting Standards for the preparation and reporting of its financial statements.

According to the Country regulations, CIFA is also required to comply with and adopt the IPSAS system for the preparation of the financial statements for the accounting period starting from January 1^st, 2021 onwards. As the implementation of the IPSAS system is new, it is important to get the right accounting training to minimize the risk of in compliance with IPSAS requirements and to update the organization's accounting and other relevant policies to reflect the changes required in line with the new standards.

Scope of Audit

 The auditor shall determine whether the financial statements of the CIFA (for the year beginning on January 01, 2020, and ending on December 31, 2020, are presented fairly in all material respects in conformity with the Generally Accepted Accounting Principles (GAAPs). The auditor shall also determine whether the financial statements is presented fairly in all material respects in relation to the CIFA's finance management policies and its stakeholders (Government of Ethiopia and donors) requirement and consideration are taken as a whole.

Scope and Deliverable of IPSAS work

• Diagnostic Study and gap analysis between the existing framework & IPSAS and impact analysis
• Design Processes/System Changes
• Generation of IPSAS Financial Reports including Disclosures
• Validation of IPSAS Financial Reports and Assistance during Review

Job Requirements

Requirements for External Audit

The requirements for the external audit of CIFA will include the following:

• Examination of the financial statements according to the international auditing standards applicable to Ethiopia and issue of an opinion thereon.
• Examination of the financial statements according to donor requirement 
• Preparation of a memorandum on the review of internal accounting controls and other matters arising from the audit should be brought to the attention of the CIFA Management.
• Presentation to the CIFA Management of the audit report and findings.
• Signature of the audit report on the financial statements under the name of the firm.

 Job Requirements Competency and Expertise required for IPSAS

• The consultancy service will ideally be conducted by a team of professional consultants, which are expected to demonstrate strong credentials in IPSAS implementation in an International Non-Governmental Organization.
• The team should consist of at least one chief consultant or senior-level professional expert/expert knowledge on IPSAS with a minimum of 5 years of experience in the areas of audit, accounting, etc. (Working on IPSAS implementation for International Non-Governmental Organization is advantageous).
• There should be a minimum of one qualified accountant having at least 5 years of post qualified experience in the field of accounting, auditing, and consultancies services.
