Vital Strategies is a US-based international public health organization working in more than 70 countries to strengthen public health systems and address leading causes of morbidity and mortality. 

Resolve to Save Lives (RTSL) is a global health initiative of Vital Strategies that since 2017 has worked closely with low- and middle-income country governments, the World Health Organization, academic and other civil society partners to strengthen national capacity to prevent, detect and respond to epidemic threats and build capacity for and implement a core package of interventions to reduce cardiovascular disease. In partnership with the World Health Organization and Ethiopia’s Federal Ministry of Health (FMOH), RTSL has been supporting the implementation of a hypertension control program in 70 government primary health care facilities in five regions and two city administrations since March 2020. 

Overall Role:

Reporting to the Country Director, the Project Coordinator, Maintaining Essential Medical Services program, based in Ethiopia, will be responsible for providing technical support in the design, implementation, and review of a new joint initiative of the Preventing Epidemics and Cardiovascular Health (CVH) teams of RTSL. As a member of the Vital Strategies/RTSL Ethiopia team, the Project Coordinator will work closely with an Infection Prevention and Control (IPC) specialist and Monitoring and Evaluation specialist seconded to the Ministry of Health and RTSL’s Ethiopia Hypertension Control Program Manager. At the field level, within the 70 health facilities and surrounding communities, the Project Coordinator will help train and supervise IPC mentors, hypertension regional coordinators, and community health extension workers (CHEWS) attached to the facilities. The Project Coordinator will also work to build partnerships with community-based health-promoting organizations for the purpose of trust-building and co-promoting accurate and timely health risk communications. The Project Coordinator will be supervised by the Vital Strategies Country Director.

Key Duties and Responsibilities:

• Responsible for overall project design, oversight, and direction, in coordination with the IPC specialist, Monitoring and Evaluation (M&E) specialist, regional coordinators, Regional Health Bureaus, and partners in the Ministry of Health
• Provide technical assistance to the Ministry of Health for project implementation
• Ensure that project milestones for implementation and reporting are met
• Provide oversight of training activities
• Provide oversight of health facility mentorship/supportive supervision
• Provide oversight and coordinate activities with implementing partners including NGOs and Regional Health Bureaus
• Synthesize health facility data and identify existing gaps; work with implementing partners on addressing existing gaps through capacity building or planned procurement
• With IPC specialist, IPC mentors, and regional coordinators, conduct periodic quality assurance visits to health facilities
• With regional coordinators and community health extension workers, conduct periodic visits to community sites where hypertension care is delivered, and health risk communications are disseminated
• Build partnerships with community-based health-promoting organizations for the purpose of trust-building and co-promoting accurate and timely health risk communications

Job Requirements

Educational Requirements:

• MSc in Environmental Health, Infectious Disease, MPH in Health Service Management, or related fields

Required Experience and skills:

• Minimum of 7 years of relevant experience in infection prevention and control of large-scale health and health service delivery and systems strengthening programs
• Experience in implementing public health programs at clinical sites
• Exceptional program management skills, using multi-modal or comprehensive approaches
• In-depth knowledge of monitoring and evaluation of infectious disease and/or non-communicable disease programs
• Excellent report writing, presentation, and communication skills
• Experience with data collection for program management and performance improvement
• Experience in implementation of Monitoring and Evaluation systems and plans preferably in the health sector
• Demonstrated experience in collaborating with various types of partners including Ministries of Health or with their technical wings
• Proficiency in the use of computers, including all MS Office applications
