Our team

The Programmes Team will ensure that the programmes make the proper shift, with the quality needed to ensure a proper achievement of the Ethiopia Oxfam Country Strategy. To work closely with Oxfam’s implementing partners in project target areas in Gambella by provide support in order to meet Oxfam standards and ensuring quality at each level within the project time frame.

Job purpose

To be an active part of the Oxfam GB Water and Sanitation team in close coordination with the Public Health Promotion (PHP) team and to strengthen Oxfam's response to the south Sudan refugees in the Gambela region by providing effective management and high-quality technical planning and implementation inputs for schedules of work and monitoring against agreed indicators.What the recruiting manager has to say about the role?

This role is responsible for working closely with Oxfam’s implementing partners in project target areas Nguenyyiel refugee camp and Pagak reception center in Gambella region by providing support in order to meet Oxfam standards and ensuring quality at each level within the project time frame. This will be implemented through partners and directly by Oxfam.

Key responsibilities

Programme Technical:

  • To lead on the implementation of the hardware components of WATSAN interventions including; the construction of water systems (groundwater or surface water), protection, abstraction, storage, treatment, and distribution for new systems or rehabilitation of existing systems as well as the construction of the most appropriate form of sanitation systems, in consultation with the beneficiaries and line ministries (includes excreta disposal, refuse disposal, vector control, and drainage).
  • To liaise closely with the Public Health Promotion Team throughout the implementation of the Public Health Engineering activities ensuring an integrated approach at all stages
  • Together with other team members monitor the on-going interventions and make recommendations to OGB regarding any unmet needs
  • Ensure that all work is carried out in a way that is sensitive to community needs and gender issues. In particular to promote the full and equal participation of women in all aspects of the work and to ensure that Oxfam’s Programme is an opportunity for peacemaking, rather than community division.
  • To support procurement and logistics planning in relation to BoQs, budget provisions and the requirements of the donor and occasionally organize local purchasing.
  • To provide technical recommendations for changes in priority activities or implementation strategies and/or further interventions according to the humanitarian context and gaps in assistance, including if necessary, assessment of emergency needs in new areas leading to the development of further project proposals for donors.
  • Provide advice on technical soundness, appropriateness and feasibility on all public health/WASH activities to programme management prior to the commitment of resources.
  • Provide technical approval of all engineering design calculations, technical drawings, specifications, and BOQs for all public health/WASH interventions as part of quality control, ensuring that it meets both international and Oxfam GB public health minimum standards.
  • To work closely with the zonal technical teams, ensuring that all works are carried out in a way that is sensitive to community needs and culture and take gender issues fully into account. This includes the introduction of mechanisms to enable women to participate in decision-making around public health engineering issues.
  • Carry out field visits on a regular basis to field offices based on documented work plans to review the quality of engineering works at incremental stages, i.e. interim payments, final payments, etc.
  • Write field visit report to provide feedback on quality and engineering works underway to further advise programme management of any corrective measures to be taken.
  • To take on any other appropriate programme activities as agreed.
  • To be familiar with and abide by the NGO/Red Cross Code of Conduct, SPHERE standards, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. InterAction Field Co-operation Protocol).

Job Requirements

Essential - Experience, Knowledge, Qualifications & Competencies

Essential

  • BSc Degree in Civil or Water Engineering, Construction Management from a recognized university/college, or an equivalent combination of education, training, and experience that can bring added value.
  • Relevant experience of at least 5+ years’ working as engineering officer or construction supervisor, at least some of which should be related to water supply and sanitation working at field level.
  • Proven experience in coordinating large public health and/or WASH programmes. It is desirable that some of this should have been in emergency relief programmes.
  • To be familiar with and abide by the INGO/Red Cross Code of Conduct, SPHERE standards, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. Interaction Field Co-operation Protocol)
  • Experience with public health promotion and integration with engineering activities.
  • Demonstrated experience of integrating gender and diversity into emergency response programmes and longer-term strategies.
  • Experience in working with local partners, including, local authorities
  • Good assessment, monitoring and evaluating and planning skills to enable programme design and delivery.
  • Analytical and strategic planning skills.
  • A proven record of mentoring and capacity building of teams in complex contexts.
  • Excellent teamwork skills and the ability to build good relations both internally and externally
  • The ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations.
  • Diplomacy, tact, and administrative skills in order to work with people at managerial and, on occasions, senior government levels.
  • Proven to influence and negotiating skills with internal and external audiences and confident representation skills.
  • Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.
  • Able to communicate in English and a local dialect would be preferable
  • The candidate will be prepared to live and work in the field locations. 

Desirable

  • Experience of working effectively within a large international agency including, in a refugee response setting would be an added advantage
  • Skills and experience of using AUTO-CAD, WATER-GEMS, and other relevant software.
  • Good understanding of WASH programming in refugee response programming 
  • Experience leading strategy development and implementation monitoring in collaboration with staff
  • An applicant with knowledge of the local language is preferable.
