Job Summary

CST Ethiopia is the overseas development agency of the Catholic Church in Ireland .It established in 1973 to respond to the needs of vulnerable communities through development, emergency, and relief interventions. In Ethiopia, CST Ethiopia works to help reduce poverty, promote development and respond to humanitarian emergencies with the Ethiopian Catholic Church as well as local and international NGO partners.

Conservation Agriculture (CA) Project is a four-year project aimed to achieve Enhanced food security and sustainable livelihoods through the application of CA agronomic practices for male and female smallholder farmers of 5 villages (Zegyty Perasso, Lakka, Dega Ochollo, Zigity Bakole and Genta Meyche) of Arba Minch Zuria District, SNNPRS of Ethiopia. It started on 1 January 2017 and will ended on 28 February 2021 including a two-month no cost extension period.

Overview of the Work

CST Ethiopia has planned to commission an independent assessment of the Conservation Agriculture Project implementation to date.

The Final Evaluation will mainly focus on assessing the Relevance, Efficiency, Results and Sustainability of the project.

The specific objective of the review is ;

  • Follow up on recommended activities from the mid-term review, If the re-planned activities and concerns are addressed
  • Review participation of beneficiaries, and their contribution towards achieving the intended outcomes and actual changes and adaptation of the CA technology,
  • Review the engagement and participation of women
  • Review the acceptance and adaptation of Conservation Agriculture within the target beneficiaries, communities, and other stakeholders
  • Assess if there are any unintended outcomes from the project implementation

Job Requirements

Applicants should fulfil the following key requirements;

  • MA/MSC degree or higher from accredited academic institution in the areas of conservation Agriculture, Natural resource Management, Rural Development, Agricultural Economics, Agricultural Development, Environmental Science, Climate Change and other complementary expertise on statistics, Business Management, Marketing Management, Development Economics, Agribusiness Development, Sociology and or in related fields of studies;
  • Programme and project review/evaluation (previous examples of work should demonstrate critical ability, independence and integrity). Applicants should submit previous sample work.
  • Strong knowledge and skills Participatory research methodologies.
  • Training of local development actors to engage in primary research processes.
  • Previous experience in conducting similar evaluations.
  • Knowledge of relevant thematic area (e.g. on Conservation Agriculture, Natural Resource Management, Rural Development, Agricultural Development, Environmental Science, Climate Change and relevant areas of expertise).
  • Expertise in gender mainstreaming.
  • A demonstrated proficiency in English.
  • Working efficiently, and in a cost effective way, to meet deadlines
  • Valid license/or TIN number
