The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Generalist Field Officer (1-year fixed term contract), based in Shire.

PURPOSE

S/he contributes to representing the ICRC externally and building the necessary understanding and acceptance of and support for the ICRC among key stakeholders. S/he contributes to designing, planning and implementing communication projects and activities in coordination with the management of the field sub-structure and/or Communication or Communication/Prevention Manager.

GENERAL DUTIES

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement
  • Understands and adheres to the ICRC Code of Conduct
  • Understands the roles of the components of the International Red Cross and Red Crescent Movement
  • Respects and observes staff regulations and security rules at all times
  • Represents the ICRC in a professional manner at all times
  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers
  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary

ACCOUNTABILITIES AND RESPONSIBILITIES

  • Continuously monitors the humanitarian situation and maintains a good network with ICRC interlocutors.
  • Gathers relevant humanitarian information and security information and keeps an updated list of interlocutors.
  • Suggests, organises and takes part in meetings with various interlocutors (victims, authorities, NGOs, etc.), as requested by the line managers.
  • Is aware of incidents related to the conflict and identifies protection concerns and trends.
  • Ensures feedback received from the affected population is documented, analyzed and integrated into the operational response.
  • Proactively develop professional relationships with key actors; Organises meetings and ensures all follow-up, including timely reporting.
  • Ensure operational presence and act as a reference point for the dialogue and engagement with local community and interlocutors and how best to engage with them.
  • Good understanding of the local preferences for communication and feedback systems.
  • Support PSEA work within the office and with the ERCS branch.
  • With programs teams develop communication messages and material to explain the ICRC/ERCS activities and mandate.
  • Ensures activities are implemented in a transparent manner, and there is communication with the communities via multiple channels.
  • Provides training to beneficiaries and ERCS branch volunteers when needed.

COMMUNICATION SKILLS

  • Support when necessary operational communication dissemination sessions
  • Support the communication team in collecting perception survey data with ERCS branch volunteers
  • Ensure assessments include questions on peoples’ needs and preferred communication approaches
  • Based on community feedback and assessment data, identify and utilize the best communication approaches to provide communities with relevant and actionable life-saving and life-enhancing information
  • Carry out regular checks as part of monitoring to ensure information shared with communities is understood, relevant and useful and update as necessary

Job Requirements

  • Graduate degree in development, humanities, gender studies, evaluation, social mobilization, or social development.
  • Minimum 5 years of work experience in the humanitarian field with experience implementing assistance and protection programs.
  • Very good knowledge of the assigned geographical area, the geopolitical environment and the communities.
  • Very good knowledge of spoken & written English, Tigrigna and Amharic.
  • Very good computer skills.
  • Experience with the Red Cross Movement is an asset.
