Job Summary

VNG International, in partnership with the Ethiopian Cities Association (ECA), is implementing the Uniting Local Governments in Ethiopia (ULGE) project with financing from the Delegation of European Union in Ethiopia. For this project, VNG International is searching for a Finance Officer. This position is based in the VNG International branch office in Addis Ababa and reports to the VNG Senior Finance Manager.

Aim of this assignment

• Financial management of the ULGE (Uniting Local Governments in Ethiopia) project
• Ensure that all the requirements related to the financial administration of the Delegation of the European Union and VNG International are met
• Ensure monthly expenditure reports of ULGE to VNG International
• Supporting the finance team within the partner organization ECA (Ethiopian Cities Association)
• Provide the necessary technical support on financial matters to the other components of the ULGE project
• Work closely with the Senior Finance Manager of the VNG International Branch Office in Addis Ababa 

Activities to be performed

Activities will include but not be limited to:

• Recording and maintain the day to day transactions in the financial reporting templates
• Review the completeness and accuracy of transactions and preparation of payment document
• Provide support to financial officer of partner organization ECA
• Ensure conformity with EU PRAG
• Ensure conformity with the EU procurement rules and regulations and proper documentation of procurement
• Preparation and submission of monthly financial reports to HQ in accordance with the financial guidelines provided by HQ.
• Provide capacity development support on financial areas to partner organization ECA and others
• Prepare settlement sheets and journal vouchers
• Reconciliation of the bank account and balances
• Prepare Journal vouchers for petty cash, bank service charge and any adjusting entries
• Review petty cash settlements
• Payment of per diem and transportation allowances with regard to events
• Supervision of drivers’ logbook of vehicle
• Other activities as required by VNG International. 

Verifiable deliverables

The Finance Officer has direct responsibility for:

• Preparation and submission of monthly financial reports to HQ including scans of all documentary evidence
• Timely verification of financial reports of ECA
• Mentoring and technical supports to ECA and other partners in the project that will benefit from financial support
• Proper documentation and filing of the financial documents in the Branch Office.

Written reporting requirements

• The Finance Officer verifies the financial reports of partners, such as ECA, on compliance with EU PRAG guidelines and the correct use of the templates
• The Finance Officer submits the Monthly financial report to HQ
• The Finance Officer conducts visits to the ECA and project sites and reports the findings to the Management for appropriate action.

Reporting Lines

• The Finance Officer will report directly to the Project Controller at VNG International HQ
• The Finance Officer will support and work closely with the VNG International staff in Ethiopia. 

Duration of the contract

• The Finance Officer shall be based in Addis Ababa and will be appointed until February 2022 (one year) with possible extension based on performance and availability of funds.

Job Requirements

Minimum qualifications

• Bachelor Degree in Financial Management/Accounting
• Knowledge of the EU Practical Guidelines for grant contracts (PRAG) and / or willingness to learn these
• Three years and above relevant experience in financial management.
• Fluency in the English Language.
• Excellent master of Excel software.
