Job Summary
Plan, organize and evaluate the activities concerning the team associated, according to MSF values, policies and protocols and universal health standards, in order to warrant the quality and continuity of the health care for the Project beneficiaries.
ACCOUNTABILITIES
- Carry out the functions and tasks associated to nursing, whenever required or needed
- Implement medical (including mental health) protocols and procedures, and supervise his/her team in order to warrant high standards of quality and continuity of care for the beneficiaries
- Organize and coordinate the activities of his/her team (work schedules, leaves, etc.), evaluate their performance, define the needs for training of staff and ensure they are covered
- Coordinate and supervise administrative procedures and information and data collection (patients’ files, statistics, etc.), and elaborate regular reporting, in order to have updated and reliable information about the day-to-day activities in the Project
- Give feedback, reports and all the information needed to the Project medical referent
SPECIFIC ACCOUNTABILITIES
He/she will be in charge of all the activities of the Follow-up Team, adapting the strategies in order to ensure the continuity of care for the beneficiaries (Ethiopian returned and deported migrants) identified in Addis Ababa upon arrival, in their places of origin
Medical activities
- Supervise all the medical and psycho-social activities of the Follow-up team
- Ensure the team carries out medical activities according to MSF protocols and guidelines
- Collect all the requests of case follow-up for medical, mental health and social/legal needs from MSF staffs (i.e. Mobile Teams) or other stakeholders, verify and consolidate the information received, even through a direct assessment if possible/necessary, and decide whether taking in charge the cases or not
- Ensure forms for follow-up cases are collected from MSF Mobile Teams at the end of each mobile clinic, and decide the cases to take in charge and which ones to prioritize in the intervention
- Supervise the preparation of a medical and social follow-up plan for each beneficiary, which must include a clear indication of action plan (including follow-up of on-going treatment, if any), deadlines, person in charge for each action
- Ensure a medical and social follow-up plan is prepared for each patient of the TCC before the discharge, in collaboration with the TCC team, and share the plan and the most relevant contacts in the respective areas of origin with the beneficiaries
- Ensure the proper follow-up of the individual plans once the patients are in their places of origin, informing the PMR about any problem or complication related to the patients’ disease or treatment (wrong use, difficulties in accessing medication at the territorial health facilities etc.)
- Coordinate all the activities related to regions other than Addis (field visits, networking, capacity building, etc.)
- Coordinate and supervise the MSF focal persons in the returnees’ places of origin identified as the pilot areas for the development of the decentralized MH/psychiatric model of care, with focus on migrants survivors of violence and ill treatment
Staff management
- Manage the Follow-up team staff, with the support of technical referents (i.e. MH supervisor), when needed
- Organize the rosters of the Follow-up team staff (office activities; visits in social shelters in Addis Ababa; field visits in regions other than Addis Ababa)
- Ensure cohesion of the team staffs
- Identify staff’s training needs and address them, in cooperation with the Project medical referent (PMR)
Data
- Ensure quality data collection, registration, analysis and reporting, according to the Project agreed schedules and in collaboration with Project PMR and Data encoder supervisor
- Ensure data collection tools (i.e. forms) are always available for the team
Logistics
- In collaboration with the Project Log Manager, organize the movements of the team in Addis Ababa (i.e. mobile clinics in social shelters), through weekly plans and daily briefings, minimizing unnecessary movements and sudden changes in the planned movements
- In collaboration with the Project Coordinator and Log Manager, in relation to security issues, organize the field visits in identified returnees’ areas of origin
- In collaboration with the Project Log Manager, identify gaps and challenges in the team’s working conditions, and address them
External Communication
- Liaise with institutional and non-institutional stakeholders in Addis Ababa and other returnees’ areas of origin, referring to PC and PMR the most relevant information and/or challenges in terms of security and medical operations
Job Requirements
Education, Experience & Language:
Knowledge:
Specialist Diploma (Medical/nursing) essential.
Specific social studies desirable
Essential 2 years’ experience in similar projects and activities . Having work in MSF or other NGOs in developing countries is essential.
Mission and local language essential.
Essential computer Literacy (word, excel and internet)
