Our team

The Tigray Response Team is composed of national and international staff with wide experience in developing and implementing WASH, EFSVL, Protection, and Gender programmes. The Roving EFSVL Coordinator will ensure the coordinated implementation of Oxfam’s food security programme and contribute to the livelihoods recovery of the conflict-affected population across the Tigray Region. The EFSVL Coordinator will work directly with Oxfam’s and partners’ staff, UN, NGOs, and other stakeholders to ensure people affected by the crisis get timely, sufficient, and appropriate humanitarian assistance.

Job purpose

Roving EFSVL Coordinator is ensuring the coordination and provide sound technical support to the development and implementation of Oxfam’s EFSVL programme across operational areas in the Tigray Region.

key responsibilities

DIMENSIONS: 

  • Provides specialist advice on EFSVL, in-kind, CTP, and market-based programming, problem-solving, and capacity development, including the integration of gender and safe programming, both to Oxfam staff and partner organizations.
  • Support, oversee and coordinate the programmes set up to address the emergency food security and livelihoods needs of the affected population including food and other essential needs, as well as livelihoods.
  • Working with the EFSVL Team Leaders and officers, ensure all relevant systems are put in place for a quality programme and there is the flexibility to scale up or re-orientate programmes according to the context evolution if needed. Coordinate with and influence the Humanitarian community of practice for market-based programming and livelihoods supports as part of relief operations when the context allows.
  • Support the EFSVL Team Leaders in the design, management and implementation of the programmes (and with the decision on the best modality: food or cash or both; as well as livelihoods support; and livelihood early recovery where possible). 
  • Develops solutions to diverse and complex problems within organizational policy
  • Diverse and complex context analysis at the macro and micro level
  • Support the District EFSVL Officers in ensuring the technical quality of the programmes in the field locations.
  • Seek out and promote opportunities of increasing the effectiveness and efficiency of the EFSVL programmes, looking specifically at technological opportunities (like mobile money transfers, bank transfers...).
  • Coordination and collaboration with UN-Agencies, (I)NGOs, Government ...
  • Engage with Oxfam and partners’ field-level stakeholders on EFSVL issues as well as external stakeholders at the national level.
  • Line management of EFSVL Team leaders/officers 
  • Capacity building of staff and partners
  • Support the MEAL approach and system with the MEAL advisor, and support in the monitoring of the programme and its impact on the food security and livelihoods of the population in operational areas.
  • Ensure that market information is incorporated in project design and implementation: assess markets in key operational areas, map trade flows, monitor market evolution and recovery, pricing monitoring and use the results to inform the design of market-based programming & strategy.
  • Represent Oxfam on EFSVL issues at the Food Security Cluster meetings, and promote cash and market-based programming, through cluster or working group participation or leadership and influencing other relevant external for a when the context allows. Other clusters where cash and market programming will benefit from Oxfam’s experience.

 KEY RESPONSIBILITIES:    

  • In direct coordination with the Tigray, the Response Manager update the EFSVL strategy following the evolution of the people’s needs.
  • Support technically the EFSVL Team Leaders/officers with the design, implementation, monitoring, and evaluation of the EFSVL programmes.
  • Identify opportunities of scaling up and ensure these are coherent with the rest of the programme, work closely with WASH, Shelter, gender, logistics, finance, admin, HR.
  • Explore and promote technological options (like mobile money transfers, bank transfers...) for scale-up and for increasing the effectiveness and efficiency of EFSVL programming.
  • Support in the recruitment of additional EFSVL staff and provide training to them, as necessary.
  • Design or identify tools and approaches for use in food security, livelihoods and market monitoring, participate/lead in market assessments and in any other assessment as needed.
  • Ensure the Advocacy team picks up on any EFSVL issues and that the EFSVL work is well represented in all communication material and media.
  • Represent Oxfam on EFSVL issues at the cluster and other coordination meetings and liaise with partners, INGOs, UN, and other stakeholders on a regular basis.
  • Play a leading role in the cluster system, including the Food Security, Early Recovery or Cash/Market WGs or sub-cluster group and support delivery of its work as required; Share Oxfam learning and best practice with clusters, Govt bodies, and key stakeholders.
  • Ensure that all work is carried out in a way that is conflict-sensitive, sensitive to community needs and gender issues, and in particular to promote the full and equal participation of women in all aspects of the EFSVL programmes; Ensure that programmes analyze and address specific vulnerabilities
  • Support EFSVL Team Leaders/officers with HR, finance, and logistics coordination: troubleshooting where necessary to ensure the smooth running of the programme.
  • Ensure proper implementation by partners to achieve the agreed objectives. Support the Team leaders in identifying capacity-building needs for Oxfam and implementing partners EFSVL staff and develop capacity-building plans.
  • Explore and develop strategic partners contributing to the quality and scaling up of programmes.
  • Support finance and other staff with the drawing up of contracts between Oxfam and service providers, MOUs, etc.
  • Together with the Response Manager, Humanitarian Programme Manager, and Funding Coordinator, support development of proposals for relief and livelihood recovery linking with the OCS as appropriate.
  • Actively take part progress reports for the internal and external purpose (e.g. donor reports)
  • Ensure that EFSVL interventions are undertaken according to technical standards (LEGS, Livestock Working Group Guidelines in Ethiopia, SPHERE, Core Humanitarian Standards, etc); 
  • Map the links to longer-term programming as well as proposed integration with WASH and advocacy interventions – as detailed and as explicit as possible.
  • Any other assignment given by the line manager

Job Requirements

Essential - Experience, Knowledge, Qualifications & Competencies

  • MSc or BSc Degree from a recognized university/college in Economics, Development Studies, Statistics/Management or any other related areas that can bring added value to the job
  • Minimum 7+ years of proven ability & experience in program monitoring, evaluation, accountability & learning (MEAL) preferably in Gambella refugees’ response programs and local contexts in Ethiopia
  • Knowledge and practice of SAFE programming and international standards like Core Humanitarian Standards (CHS), SPHERE, LEGS etc
  • Experience of working effectively within a large international agency including, in refugee response setting, previous experience with ECHO & UNHCR projects would be an added advantage
  • Research background and knowledge of statistical packages (SPSS or STATA)
  • Good understanding of WASH and EFSVL programming in refugee response programming 
  • Prior experience training/accompanying/learning in the field.
  • Experience leading strategy development and implementation monitoring in collaboration with staff
  • Proven ability to synthesize and detail information from a variety of sources, to draw lessons from project documentation
  • Proven experience in gender analysis and integrating gender and safe programming(protection) into programmes.
  • Ability to work well under pressure and in response to changing needs and ability to travel and to work in difficult circumstances.
  • Excellent computer skills and ability to work in a challenging and dynamic context
  • Excellent English writing skills and strong analytical and strategic thinking skills.
  • Fluency in English is essential and the ability to communicate in the local language would be an added advantage
