Job Summary
The National Information Platforms for Nutrition (NIPN) is a global initiative which supports the generation of evidence that is used by nutrition stakeholders to develop policy, design programs and to allocate investments. The NIPN initiative is funded by the European Union with support from the Foreign and Commonwealth Development Office and the Bill and Melinda Gates Foundation and is implemented in 9 countries including Ethiopia.
The NIPN in Ethiopia was launched in 2018 and is hosted by the Ethiopian Public Health Institute (EPHI). The NIPN aims to support evidence-based decision making and has three operational elements in its cycle: the policy question formulation process, the identification and analysis of data, and the communication and outreach of research findings.
EPHI is hiring a front- and back-end Web Developer who will manage and run as well as further develop the Drupal-based NIPN website.
Job Description
The candidate will be responsible for the day-to-day management and further development of NIPN website as a core strategic communication tool. Develop efficient workflows, graphic design strategies, incorporate feedback and web development techniques to improve communications and the website. The work will involve coding HTML/CSS/JQuery and JavaScript and production of web, print, and other media to convey information to internal and external groups. Use a web content management system and tools to publish information to the NIPN website. Work closely with management and internal teams. Ensure compliance with web accessibility rules, graphic design requirements, privacy and security policies, and any legal requirements. Provide graphic and creative design support. Ensure that all web and graphic design systems are operational and troubleshoot and fix systems. The candidate will also be tasked to support the EPHI Information Technology (IT) team with user support, troubleshooting and with regular IT support tasks
Essential Duties
The position will mainly work on the NIPN website at EPHI and ensure the following:
- Develop and maintain the NIPN website for internal and external audiences.
- Testing the website across browsers, operating systems and devices.
- Improve the design of the website layouts by leveraging industry-standard user-experience techniques and ensure it is functional and easy-to-use.
- Maintain, configure and troubleshoot content management system and server.
- Ensure site security by regularly updating Drupal and setting up firewalls and login pages.
- Optimize loading speeds and capacity.
- Debug pages and fix broken links or images.
- Update the content management system software.
- Coordinates with key NIPN staff to determine NIPN needs and requirements and include content on website that meets high standards for quality and consistency.
- Produce web page content that includes graphics, text, and other media and publish web pages using common web development software, and by using web content management system.
- Maintain the appearance of the NIPN website by enforcing content standards and quality checks and strictly follow up on technical failures such as web crash.
- Provide support to the NIPN data repository using Harvard Dataverse.
- Update and/or develop guidelines, standard operating procedures, and best practices.
- Ensures compliance with web accessibility rules, privacy and security policies, and any other legal requirements.
- Design visual imagery for the website and ensure they are in line with the donors’ branding guidelines.
- Maintains effective working relationships with various NIPN staff to research and refine web-based messages.
- Incorporate functionalities and features into the NIPN websites (including website hits and analytics).
- Prepare design plans and present the website structure, interactive tools, and other components.
- Design sample pages including colors and fonts.
- Design different event materials for the website, print and social media announcements.
- Performs advanced graphic design work for both website and, if needed, other print projects.
- Work involves designing web, print, and, if needed video and animation graphics to effectively convey NIPN-related information.
- Incorporates feedback to improve design effectiveness.
- Provides graphic and creative design support and contributes to functional graphics requirements and translates them into successful web and graphic design products.
- Uses common software to create documents, and post reports and presentations online.
- Interacts with the EPHI IT department to fix issues affecting website management tools.
- Tracks the success of website using web analytics tools.
The position will also provide support to EPHI IT staff and duties could include the following
- Install and configure computer hardware, software, systems, networks, printers and scanners.
- Plan and undertake scheduled maintenance upgrades.
- Set up accounts for staff, ensuring that they know how to log in.
- Solve password problems.
- Engage with users to determine the nature of any problems they encounter
- Investigate, diagnose, and solve computer software and hardware faults
- Check computer equipment for electrical safety
- Maintain records of software licenses.
Job Requirements
- Three plus years for MSc degree holders and five plus years for BSc holders of experience in designing, developing, deploying, and maintaining websites using specialized web technologies and applications preferable Drupal.
- Creative portfolio to be provided to demonstrate work experience including best web design work.
Knowledge and skills
- Knowledge of all types of media and their requirements to present information via the web.
- Knowledge of digital media design and landscape.
- Proven ability to create and manage workflow for uploading website content.
- Professional proficiency in design techniques including layout, typography, color theory, and/or information design and in graphic design software as needed for use in web and print projects (such as Adobe Photoshop, Adobe Illustrator, InDesign, other visual design tools).
- Professional proficiency in front-end development web programming or scripting languages such as HTML, CSS, JQuery, and JavaScript.
- Professional proficiency in advanced web technologies, including web content management systems such as Drupal and/or Wordpress.
- Good skills in search engine optimization principles.
- Proficient understanding of cross-browser compatibility issues.
- Excellent IT and visual design skills.
- Up-to-date experience with international web protocols, standards, and technologies.
- Knowledge of information technology and security issues.
- Skill in using web-development and print design tools and utilities.
- Skill in using word processing (Word) and presentation (PowerPoint) software.
- Skill in organizing, communicating and presenting information.
- Skill in all types of media including web design, print design, video, and multimedia design.
- Skill in web accessibility techniques, testing and remediation.
- Skill in web analytics.
- Good communication and writing skills including in English.
- Ability to research, prepare and direct information effectively.
- Ability to track numerous projects from development through final presentation.
- Ability to establish and maintain effective working relationships with the NIPN and EPHI team members.

Management and reporting
- The web developer will work under the direct supervision of the NIPN Coordinator with oversight from the Director of the Food Science and Nutrition Research Directorate
- The web developer will work closely with other NIPN team members, EPHI staff and partners.
Timeline
- The web developer will be recruited as soon as possible for a period of six months with the possibility of extension based on the availability of funding.
