Job Description

Role:

The Project Manager, based in Addis Ababa, is in charge of leading the Project called ‘’Intersectionality in Protection: Applying an Age, Gender Diversity Intersectional approach in prevention and response to violence’’ in Ethiopia. He/she will work under the technical supervision of the HQ Protection Specialist dedicated to this project and under the responsibility of Operation Manager. S/he will be part of the Technical & MEAL Unit of Ethiopian Program interacting closely with other field specialists and MEAL teams having responsibilities to support both Ethiopia and Somalia teams.

Mission

Management

  • Line-manages the project’s Protection officer.
  • Sets individual objectives, evaluates individual performance, contributes towards the professional & career development of his/her team members, monitors competences.
  • Organizes and leads regular team meetings with the protection officer.
  • Ensures strict application and respect of the program’s Internal Regulations by the project officer.

Expertise

Provides the technical expertise for Protection project officer.

  1. Ensures that the activities implemented comply with international technical norms and standards related to Protection programming especially GBV and CP.
  2. Adapts the project documentation to international technical norms and standards, when necessary
  3. Runs technical training for his/her staff and partners on protection/GBV/CP and Disability, Gender and Age when relevant.
  4. Is in charge of the technical quality and relevance of project activities implemented within his protection scope of expertise.
  5. Ensures technical learning from projects by drawing on lessons learned and good practices from the implementation of DGA intersectionality project implementation.

 Manages relationships with technical authorities, local partners or other stakeholders

  1. Organize regular meeting with authorities, local partners or other stakeholders
  2. Set up training for Protection Cluster/sub-cluster on applying a DGA approach in protection and organizing Interagency workshop.

Project Implementation and Monitoring

Ensures project implementation, in collaboration with the relevant services and in line with general standards and procedures

  1. Ensures the planning of activities and establishes detail action plan (DIP).
  2. Ensures that activities are implemented in line with the project proposal and the allocated budget.
  3. Manages expenditures and ensures a follow up of budget lines for project activities.
  4. Ensures that activities are implemented according to internal quality and technical standards and, if necessary, proposes adjustment or improvements to help meet objectives of applying an Age, Gender Diversity Intersectional approach in prevention and response to violence.
  5. Leading benchmarking with and analysis among other key protection humanitarian actors (specialized and non-specialized GBV/CP actors) in Ethiopia.
  6. Ensures the effective implementation and follow up of institutional policies (PSEA, mandatory cross-cutting approaches, etc.) on his/her DGA intersectional project.
  7. Coordinates and collaborates with relevant internal services, especially logistics, RH, finance and technical resources.

Ensures project data management

  1. Ensures that the appropriate DGA data collection and management tools are in place on the project, in line with global standards
  2. Ensures that data related to the project is collected and compiled in the project database, analysed and disseminated.
  3. Carries out regular verifications and makes any necessary corrections in the activity database

Ensures project reporting

  1. Monitors the achievement of results and indicators, as per the logical framework, planning and project management tools.
  2. Reports regularly to the line manager including the monthly situation and financial reports.
  3. Writes reports for the funding agencies as indicated in the ward document and monitors donor deadlines (grants, reporting, audits) concerning the DGA project.
  4. Guarantees the proper archiving of information.

Prepares and steers project evaluation and capitalization

  1. Plans and monitors project evaluations as indicated in the project document.
  2. Leading the field testing and adaption steps of a set of intersectional AGD tools to improve services provided and coordination among actors in pilot areas in their specific sectors of intervention.
  3. Leading adaptation, creation and consolidation of existing tools in order to create a package of tools in line with DGA intersectional approach for humanitarian and development actors.

INFLUENCE

  1. Contributes to HI’s external influence by participating in relevant networks
  2. Communicates on the project to partners, authorities and stakeholders when relevant.

  • Degree in humanitarian/development work, disability-related studies, gender studies, social work, or other relevant studies
  • MSc in the fields mentioned in the essential section

Experience

  • At least 6 (six) years of experiences in the humanitarian/development sector, working in protection response.
  • Experience in Project management, including M&E.
  • Technical experience in GBV/CP programming in humanitarian settings.
  • Technical experience in disability and/or gender and/or GBV/CP mainstreaming
  • Expert and have a sound understanding of protection issues with a special focus on GBV and SGBV issues and
  • Experience working with INGO. 
  • Experience in disability, gender and age mainstreaming.
  • Experience providing support for GBV survivor is an asset

Competencies (knowledge, capacities required for the post)

  • Experience designing and providing capacity development (awareness, training, coaching, etc) on GBV/CP for a large range of audience (local partners, frontline staff, management staff, high level audience etc.)
  • Good knowledge of concepts, principles and key considerations related to intersectionality, disability inclusion but also gender and age.
  • Good conceptual and theoretical understanding of rights based approach and rights of persons with disabilities, rights of children and women, as well as a good theoretical understanding of issues related to vulnerability with a special focus on disability, gender and age as potential factors of exclusion.
  • Knowledge of gender, disability and age related components and how to integrate them systematically in Information Management Mechanisms.
  • Good knowledge of protection mainstreaming principles, GBV and CP international guidelines, including GBV IASC guidelines, GBV Minimum Standards and Child protection Minimum Standards (CPMS).

  • Knowledge of several local languages an asset.
