INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

PROJECT BACKGROUND

The Danish Refugee Council (DRC) is leading an international consortium to deliver a £21 million programme to protect would-be migrants and refugees from unsafe irregular migration through and from Ethiopia. The 4-year programme, funded by the Foreign, Commonwealth, and Development Office (FCDO, UK), will address the barriers to reducing unsafe irregular migration from Ethiopia and ultimately reducing unsafe regular migration through and from Ethiopia, taking into consideration attention to the most vulnerable group -- women, girls and unaccompanied irregular migrants -- and coordination with key stakeholders. The programme is anticipated to be innovative, cross-sectoral and solutions-oriented with strong emphasis on research, learning and adaptive management.

OVERALL PURPOSE OF THE ROLE:

Act as EMP programme Supply Chain Officer – Warehouse managing focal point including compilation of Annual Performance Indicators (APIs) related to EMP Programs. Coordinate receipt and shipment of suppliers to other offices. Ensure Logistics tools in the Addis and field Office are effectively rolled out in order to support EMP programme. To take overall responsibility for the management and implementation of logistics. This includes warehouse and stock management and support to vehicle/fleet coordination and management.  To provide technical support in the field offices in matters related to Logistics. 

RESPONSIBILITIES

  • Ensure weekly records of logistics, fleet and tracking activities are prepared.
  • Submit written reports as required to respective persons.
  • Ensure that DRC warehouses are managed according to DRC warehouse standards and records are kept for audit.
  • Make periodic random checks during loading/unloading operations to ensure that commodities carried by the trucks conform to the quantity record on the truck waybill.
  • Ensure that all allocated non-food items are dispatched as per the distribution plans.
  • Identify alternate warehouse facilities in times of emergency or unforeseen reasons.
  • Ensure scientific method of storage is followed.
  • Ensure 100% security of the warehouses and the commodities.
  • Vehicle fleet management. Including ensuring safety and standard of vehicles, management of vehicle running logs, booking and assignment of transport
  • Ensure transparency and accountability in all logistics activities
  • Ensure appropriate documentation on the logistics operations (waybills, writing-off)
  • Reports: Ensuring the completion and compilation of monthly transport reports including the fuel consumption analysis of transport performance for vehicles.
  • Manage all import/ export documentation and return of the same to respective suppliers from the exit ports, clearing agents and transporters.
  • On dispatch of materials to a field location, communicate to relevant staff the contents and the expected date of arrival of same.
  • If a problem or delay occurs in the procurement process, ensure that the requester and the authorizer are made immediately aware of all issues
  • Ensure transport, lease and any other contracts are drafted, approved and signed with respective authorized persons.
  • Dispatch goods to field offices including relevant paperwork accompaniment.
  • Manage daily tracking of Transit/ Land Haulage Goods with relevant agents and avail information to respective persons.
  • Oversee repair and maintenance of office and Guest houses/ field assets, equipment and machines periodically. Proper schedules/ records should be kept and made available with ease.
  • Ensure updated fixed asset recording and inventory count to report based on DRC/EMP standard as well as donor requirement.
  • Communicate with Administration Unit on the status of supplies and all other logistics issues for ease of dispatch and inventory.
  • Report and document problems encountered and corrective measures taken.
  • Perform any other duties that maybe assigned by Line Manager

Job Requirements

Experience and Technical Competencies: (include years of experience)

  • 2 years work experience preferably in Supply Chain Management or Logistics or another relevant field preferably with INGOs
  • Excellent proficiency in all MS-Office software applications;
  • Strong planning, organizational and problem-solving skills with ability to work both independently and within a team in a demanding work environment. 
  • Excellent personnel management skills, including diplomacy, communication and negotiating skills; 
  • Experience in staff training and capacity building
  • Results-oriented and demonstrated ability to build partnerships 

Education (include certificates, licenses etc.):

  • Graduate in management, supply chain, Logistics or another relevant field
  • Trainings/Certificates in supply chain

Languages: (indicate fluency level)

  • Fluency in written and spoken Amharic
  • Strong English writing and communication skills
