In order to achieve this, GIZ implements in its partner countries, in particular in countries with high security risks, professional security risk management systems. Security Risk Management Advisers contribute to the safety and security of our staff and operations and thereby support the successful implementation of development programs and cooperation

RESPONSIBILITIES

  • Your task as a Security Risk Management Advisor (SRMA) is to maintain and further develop a professional SRM system for GIZ Ethiopia & Djibouti, which can be adapted to specific local/regional contexts where programs are implemented. 
  • Therefore, you continuously analyze the security situation at your location/region in general and at project implementation sites in particular.
  •  You collect and evaluate relevant information on the security situation and transfer results to the context of development cooperation, ensuring that all GIZ stakeholders are well informed and instructed about the risk environment at all times.
  • You develop unbiased security, conflict and actor analyses, regular situation reports, location profiles and further research documents, in particular incident reports. You inform senior management and employees about changes in the security situation and implement directives for the protection of staff. 
  • In addition, you are responsible for all aspects of everyday SRM operations. This includes but is not limited to the creation, implementation and supervision of security risk management related SOPs and processes as well as administrative and data management related tasks.
  • You liaise, build, and maintain networks with multiple actors such as local and national authorities, international government, and non-government organizations.
  • You ensure that GIZ Ethiopia & Djibouti is prepared to respond to crisis on a 24/7 basis and support the country director, senior risk management advisor and crisis management team in the event of an emergency as required.
  • Advice regarding the security of GIZ infrastructure is also part of your task profile.

Job Requirements

Required educational qualifications, professional experience and competency

  • In addition to a relevant university degree or professional military / police officer academy training in security risk management, crisis management, regional studies, political science or similar, you have several years of professional experience in security risk management in the context of government, development or humanitarian work in conflict/crisis/fragile environments. Profound experience in developing and implementing concepts for managing security risks in this context is a must.
  • A military or police background is neither necessary nor sufficient but might be considered if in combination with relevant work experience in the field of security risk management.
  • Sound knowledge of the main actors and processes within the German development cooperation, especially in fragile and/or violent contexts are highly advantageous.
  • Comprehensive understanding of the Ethiopia and Djibouti political and security environment shall be a high asset for consideration. 
  • Furthermore, you combine sound analytical skills with the ability to present complex information in an easily digestible way. You are working in a systematic and independent manner with little guidance. Under pressure or in critical situations, you are able to take decisions and ensure their implementation. Moreover, with your excellent communication and advisory skills you are able to convince internal and external stakeholders of the importance of security risk management in your work context.

Other knowledge, additional competencies and requirements

  • This role will also require a commitment for up to 50% regional travel as operations require.
  • Fluency in English and Amharic is a must, German and regional language skills an additional asset.
