 Job Purpose

The Protection and Inclusion Officer works towards achieving “Leave no one behind” and “Do no harm” agendas, to be integrated into Islamic Relief Ethiopia Somali Regional State-Afder Zone –Kohle Woreda Multi-sectoral Emergency Response project, ensures commitments towards Core Humanitarian Standards and inclusion Charter. Protection and Inclusion Officer will provide management and technical oversight of IRE Protection sector interventions in Kohle, in particular in the fields of child protection, GBV, psychosocial support, community protection outreach and Protection, Safeguarding and Inclusion (PSI) mainstreaming across all other sectors.

 The candidate must have the ability to build strong partnerships with key stakeholders, local communities/IDPS, Camp leaders and local structures to meet objectives and implementing IRE‘s protection, inclusion and safeguarding interventions.

Key Role and Responsibilities

  • Work closely and liaison with Senior Emergency WASH Officer, country office PSI officer and other focal points (Safeguarding -PSEA, accountability (CRM) and Gender and Child protection focal points).
  • Follow issues, communications and enquires coming from CO technical staff (Livelihood and Food Security program coordinator, PDQA manager, PSI officer and MEAL manager) and focal persons (safeguarding (PSEA), Gender, Child Protection,) are addressed timely to ensure mainstreaming of inclusion and protection into IRE Somale region –Kohle project.
  • Ensure that all programme targets are reached in accordance with agreed programme objectives, as per contracts with donors, in line with the overall programme approach and ensure integration with other programme /sectoral activities.
  • Ensure the preparation of detailed implementation work plans and provide the necessary guidance and support to the team to achieve timely and quality implementation of activities.
  • Monitor and manage Protection programme expenditure and budgets, ensuring resources are optimally utilized and spending is in line with IRE financial procedures and Donor requirements.
  • Ensure application of standards, guidelines and good practices for children and women protection in emergency related activities
  • Ensure the establishment of referral pathway among service provider and familiarize communities with referral pathway, available services and facilitate the referral to service provider.
  • Build the capacity/Establish community-based protection reporting mechanisms and structures such as community-level complaint and feedback mechanisms.
  • Monitor community awareness campaign which target IDPs (children boys, girls, women and men in regard to protection of children, boys and girls, women, and PWDs.
  • Facilitate the risk mitigation and prevention activities such as awareness raising about child protection, sexual violence and GBV.
  • Organize workshop with CBOs, to use existing systems in identifying their own needs for the provision of formal and informal assistance.
  • Capacity building of local authorities and community leaders to develop capacities in the identification on existing barriers, and specific protection concern of person with disabilities and available services.
  • Provide assistive devices to person with disabilities and increase their mobility to access the humanitarian response services providing in the area
  • Establish women and adolescent girls -friendly spaces to create access to resources, support, basic services, social networks and referrals to additional services and providing community based psychosocial support.
  • In collaboration with Psychosocial Counselor, Community social worker and government health professionals provide community based psychosocial support by involving community’s especially religious leaders and clan leaders.
  • Conduct protection audit and assessments in collaboration with Psychosocial Counsellor officer and community social worker and other stakeholders.
  • Implement remote activities that are sensitive to the needs of vulnerable individuals; such as psychological first aid, support, or self-help groups and other recreational and social support activities.
  • Ensure provision of professional and confidential psychosocial services to survivors of GBV and other beneficiaries through a survivor- centered case management approach.
  • Provide continuous support on PSI activities, identify training needs and build staff capacity, follow up and technical guidance during implementation phase, document progress /changes through regular monitoring visits through full participation of project participants (IDPS) and other stakeholders.
  • Participate, influence external platforms on PSI and network with them to find areas of collaboration, best practice, innovation, knowledge sharing and partnerships.
  • With the support of CO Protection and inclusion officer, advocate for safeguarding, child protection, PSEA and GBV issues in project area.
  • Prepare and submit regular relevant sections of reports required for field office, country office, donors, management, on weekly/monthly, bi-annual basis through review of progress assessments against pre-defined project objectives, outputs, activities and indicators. And ensure data collection mechanisms are in place and disaggregated by SADDD.
  • Demonstrate ethical and professional practice including respect of participant confidentiality and point of view, IRE’s Safeguarding Policies (Child Protection, PSEA, Code of conduct and other policies).

Job Requirements

Person Specification

Education and Work experience

  • University degree in one of the relevant areas- Sociology, Social work, Psychology, International Law, Human Rights, or other related Social Science
  • Bachelor’s degree with a minimum of 4 years of relevant experience or Master’s degree and preferably 2 years of relevant professional work experience and required to have at least two and one year’s experience in issues related with Protection, GBV, Child protection, Gender, inclusion, and Monitoring and evaluation. Working in emergency or conflict situations (working with IDPs) in developing countries is an asset.
  • Demonstrate enhanced knowledge of inclusive programming approach to child protection, Gender and GBV issues.
  • Good understanding of GBV and guidelines in preventing in humanitarian action, CHS Commitments, SPHERE, minimum standards of CP, GBV and age and disability inclusion
  • Good understanding of minimum standards on Protection, Gender, GBV, child protection mainstreaming in programming.
  • Good understanding of project monitoring and evaluation

Language

  • Fluency in English, and knowledge of local languages (Somali) is mandatory.
