Job Summary

WVE is currently looking for a candidate for Food Assistance Monitoring Officer for SPIR/ DFSA program

Purpose of the position:

The Food Assistance Monitoring Officer will provide expertise in ensuring and conducting food assistance monitoring activities and compliance to USAID and SPIR DFSA requirements in food assistance program intervention. The officer will undertake food monitoring activities to ensure compliance to donor and organizational standards / requirements in context to DFSA operation.  This position will also build the capacity of implementing partners in terms of technical skill transfer and ensure the operational compliance across IPs.This position will take the responsibility of planning and conducting monitoring activities to ensure program implementation process on track & to help the food assistance program objectives are achieved.

The successful candidate will have skills and experience that meet the following requirements:

Major Responsibilities:

  • Conduct standard regular monitoring activities such as warehouse physical inventory/inspection, commodity and record management practices, and live food distribution observation. The monitoring activities will be done at all WVE and IPs operational areas mainly on standard food assistance operational procedures with regard to donor and consortium agreed standards, commodity management manual, DFSA SPIR food assistance operational document and Reg 11 at PDP, Woreda and FDP levels. 
  • Conduct Post Distribution Monitoring, Market Assessment after each distribution rounds and end use check quarterly. Utilizing qualitative data from sampled beneficiaries by using focus group discussion with Men and women groups to assess the quality of the entire food distribution operation at Woreda, FDP level or Kebele level. Assessing market prices of major crops and staple food in the local market to ensure feasibility of cash or food intervention program appropriateness. 
  • Provide feedback on each monitoring visit. Engaging in regular food monitoring report preparations and supporting provision of monitoring feedback to partner organizations through debriefing meeting and monitoring reports after the completion of each monitoring visit
  • Document audit through detail transactions monitoring (DTM) on records like bin-cards, stock-cards, ledger books etc. by checking and ensuring if control procedures are adequate at each stage of DFSA food handling and distribution process and monitoring overall internal controlling mechanisms of WVE and all implementing partners.

Job Requirements

Qualifications: Education/Knowledge/Technical Skills and Experience:

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • BA Degree in Rural Development, Agricultural Economics, Economics, Accounting, Management, Development studies and Related Fields of studies. Preferred MA/MSc
  • Minimum 3 years of direct professional working experience as a food monitor / food assistance monitoring officer in relief /development food assistance implementation is compulsory. Live working experience on food monitoring as food monitor or food assistance monitoring officer is a requirement.
  • Trained in commodity management (certificate), TOPS certificate is preferred 
  • Trained in USAD/FFP Grant Compliance Management / Food Commodities Management
  • Good knowledge of computer ( Certificate)
  • Trained in LMMS (Certificate) or have good experience in operating LMMS.

Working Environment:

  • Full-time field-based position frequent travel to field
