The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Safety & Security Officer (12 months fixed term contract) based in Addis Ababa.

ACCOUNTABILITIES AND RESPONSIBILITIES

Functional Responsibilities:

  • Familiarize him/herself with the ICRC Security Management System including Risk assessment methodology.
  • Monitor and report all security and safety incidents nationwide and develop a weekly report for FSCM Co.
  • Advice on changes in the context to ensure security and safety staff movement (in-town and to the field) in managed in line with the ET- FT Protocols.
  • Manage Security Guarding services in coordination with Premises department. Develops an effective functioning protocol for the security contractor to comply with (Entry/Exit, screening, visitor handling, movement of material, compound security, etc.) tailored for the different ICRC (sub-)structures
  • Stay fully responsible for the Radio Room operations and coordination across Delegation’s footprint (ADD, JIJ, NEK, MEK, SHI) and Ensures field movement is monitored (through radio communication, mobile phones or other means)
  • Coordinate with ICT department to ensure all radios (in ICRC cars) are fully functional including arranging training session for new ICRC colleagues (use of radios and Sat-phones)
  • Ensure that all information is handled with extreme confidentiality.
  • Engage with Log/Fleet to ensure field movements are planned and conducted as per the ICRC field movement standards. Ensures vehicles are equipped with First Aid kit and staff are equipped with appropriate communication equipment (Satellite phones or VHF/HF radios in areas were mobile phone coverage is limited or prone to disruptions) and ensure staff are trained on its use.
  • Work with Premises department to ensure all ICRC security and safety premises standards (passive security measures) are fully complied with and respond to staff residence security and safety matters.
  • Coordinate with Welcome department to see all incoming/outgoing ICRC staff pickup and departures are well coordinated. Assist in written briefing or welcome package on safety for all new staff/visitors in the AoR and oversees the quarterly updating of the Welcome file (Security and Safety section).
  • Develops Security rules for resident colleagues and ensures periodic reviews and compliance
  • Develops monitoring tools for a number of security-related issues (incidents, passive security measures, car movements, etc.) and ensures all incidents (including near misses) are reported timely in the SMIP.
  • In the absence of FSCM Co, participate in the weekly delegation security/safety meetings and provides analysis on developments and potential safety impacts on ICRC staff & assets.
  • Provides safety support to all structures and sub-structures within their AoR.
  • Coordinate with Movement partners as and when advised by the FSCM Co in consultation with Cooperation department.
  • Assesses and advise the Administration department on the content of service contracts, including on issues of data-protection.
  • Ensures contingency plans, evacuation plans, are in place and up to date and that staff are trained on how to behave in case of emergency (Fire/Medical evacuation, mass demonstrations, natural disasters, etc.)
  • Be available 24/7 to respond to any incident or emergency requiring immediate response. Ensures systematic capacity building of the security and safety department 

Job Requirements

  • Master’s or bachelor’s degree in the field of Security or criminology
  • Relevant Security and Safety trainings (Diploma or certificate)
  • Over 5 years of experience in managing security and safety in Humanitarian or corporate sector. Previous military or police service experience may also be considered.
