Job Description

Purpose of the Job

The Local Procurement Division Manager is responsible for overseeing all local procurement operations. The responsibility entails procurement planning, developing and implementing strategies to ensure effectiveness and efficiency, receiving purchase requisitions and ensuring requests are delivered on time, hiring, training, coaching, and performance evaluation of employees within the division. The incumbent of the position is also responsible for diversifying the existing supplier base and managing day-to-day communications with suppliers.

Main Duties and Responsibilities:

  • Develops periodic local procurement plan from the company's overall procurement plan in consultation with user departments;
  • Ensures that procurements are finalized within an acceptable lead time to avoid stock out situations;
  • Receives completed purchase requisitions and ensures requests are directed to the concerned local procurement subdivision;
  • Ensures PFI and bid collection is done as per East African Lion Brands procurement policies and procedures;
  • Reviews bid analysis documents and identify room for negotiation and cost-saving ;
  • Reviews and ensures contract agreements serve East African Lion Brands' benefits;
  • Ensures the delivery of materials as per set product specifications and quality standards;
  • Ensures purchase documents are settled with Finance department on time;
  • Implements local procurement strategies, policies, and procedures;
  • Identifies and pursues any cost-saving options for all local procurements;
  • Prepares local procurement division budget, and controls the same;
  • Manages the day to day supplier communications and relations ships;
  • Undertakes supplier evaluations periodically and manages supplier base accordingly;
  • Identifies and manages risk within the supply chain;
  • Assesses supply market to identify potential sources of suppliers for each of the items purchased by the Company and ensures that supplier database is maintained properly and updated regularly;
  • Builds strong collaborative relationships with potential sources of suppliers;
  • Identifies need and prepares recruitment plan, job descriptions and finalizes hires in consultation with Procurement Department Manager and HR;
  • Identifies Coaching and training needs and organizes the same in consultation with the Procurement Department Manager;
  • Develops Key Performance Indicators for each local procurement subdivision and evaluates employees accordingly;

  • Internal: Head of departments.
  • External: input/materials Suppliers and other service providers.

Job Requirements

Qualification and Experience:

  • Bachelor's degree in Supply Chain Management, Business Administration, Suppliers & Procurement or related fields with six years (6) of demonstrated experience out of which two (2) years in a similar managerial position in FMCG industries. 

Team Management- Skills required

  • Strong leadership skills;
  • Solid Supply and procurement knowledge and practical skills.
  • Experience in managing local procurement and supply activities.
  • Strong communication, interpersonal, and presentation skills; 
  • Understanding of business functions such as finance, procurement, marketing, etc.;
  • Problem-solving capacity, trustworthiness, and commitment;
  • Strong negotiation skill;

Decision Making

  • Local procurement suppliers selection & tendering
  • Price negotiation;
