Department: Public Health Emergency Management Center/Core Process
Terms of Employment: 1(one) year with Possibility of Extension
Number required: one (1) for EPHI and Eight (8) for regions ( Benshangul, Gambela, Tigray, Somale, Afar, Harari, Dire Dawa, and Sidama)
Under direct supervision of the EPHI and /or the regional health bureau/public health institute, Public health emergency management center/core process, the Data Manager will be responsible for carrying out a variety of data management activities in the area of public health emergency management.
Major duties and responsibilities
The Data Manager will perform the following major duties and responsibilities:
- Develop and implement procedures for effective data management
- Assess system performance and make recommendations for improvements
- Train staff and data collectors on the use of data collection tools, data analysis, interpretation and use
- Formulating management techniques for quality data collection to ensure adequacy, accuracy and legitimacy of data
- Create and enforce policies for effective data management
- Provide technical assistance to data collection team and others in the daily use of data and ensure adherence to legal and the institute standards
- Assist with reports and data extraction as needed
- Monitor and analyze data & information systems and evaluate their performance to discover ways of enhancing them (new technologies, upgrades etc.)
- Travel to locations where data collection is required to oversee and/or perform data collection as needed
- Ensure timely completion of the data collection
- Perform data entry in line with the set data program techniques and procedures
- In collaboration with IT team, install, configure and troubleshoot data collection tools on computers, server, tablet and smart phone & others
- Present summaries of data on a daily/weekly/monthly basis and/or as required
- Organize, store, and analyze data in an effective and profession way and ensure data security and confidentiality per the standards.
- Troubleshooting any operational problems related to data management and IT tools.
- Perform any other duties as may be assigned by the Supervisor.
Job Requirements
- Master’s degree Informatics, Bio statistics, Statistics, public health and related field and demonstrable in skills and experience Computer Science and Information technology
- Minimum of 3(three) years of relevant experience is required
- Excellent knowledge of public health surveillance data system is highly preferable
- Experience working with a key public health stakeholder and an international organization is preferable
- An in-depth knowledge of public health issues in general
Skills:
- Strong understanding and knowledge of analytics and data management software such as R, Power Bi, Tableau, SPSS, Python, Ms-Excel, ArcGIS, QGIS, ODK, CSPro and others is highly desired
- Excellent understanding of data management functions (collection, analysis, distribution etc.)
- Excellent problem-solving skill
- Good verbal and written communication skills
- Ability to produce precise and intelligible reports and office briefs
- Excellent skills and knowledge of Information technology
- Adaptive, patient, resourceful, resilient and flexible
- Organized, able to prioritize and work independently
- Demonstrated ability to work as part of a team
- Ability to work under pressure in the PHEOC and field mission, willing to work nights, weekends and holidays and meet deadlines
