About Amref Health Africa

  • Amref Health Africa is an independent non-profit, non-governmental organization (NGO) founded in 1957. The organization has country offices in Ethiopia, Kenya, Uganda, Tanzania, South Africa, and Southern Sudan.

Amref Health Africa in Ethiopia Country programme

Amref Health Africa in Ethiopia is being recognised as an institution that has capability to provide health and community systems strengthening by the government of Ethiopia and various donors. As a result, Amref is entrusted to spearhead the upgrading training of HEW for the whole country. Amref has been recognised and received award from the prime minister’s office to its contribution in health development in marginalised areas in 2013.

The consortium

Amref Health Africa in Italy is the lead organization, and provide contractual oversight and technical support to designing, implementing, monitoring and evaluating the action ensuring activities progress as planned and in line with EC requirements and contractual obligations. It guides the project implementation especially in areas such as M&E and Operational Research, facilitating the North-South advocacy, providing skills in advocacy and sharing lessons.

CARE in Ethiopia and CARE Austria are members of the consortium. As part of CARE Ethiopia’s development of a focused and long-term program approach to poverty, the office basically targets two groups of people: pastoralist girls and chronically food-insecure rural women.

 Save The Children Netherlands and Save the Children International are also part of the consortium. They have extensive experience in SRHR in the intervention zones as well as internationally thanks to the existing successful sexual reproductive and family planning and RESET programs implemented in Waghimera and Bale Zones.

We-Action is women focused organization that promotes women’s social and economic empowerment. It has been partner of applicant and Amref Ethiopia for more than 5 years and served the most marginalized communities, particularly, pastoralists and agro pastoralists. It has demonstrated capability to change the lives of women and girls.

1.3 Overview of the project

The link between Family Planning, reproductive health, nutrition and climate changes impacts and protracted crises is becoming increasingly recognized among health, development, and resilience practitioners and advocates. However, despite increasing emphasis on the conjunction, studies have been limited in number and scope. Areas of intervention of this project includes the individual and household benefits of resilience, including increased access to voluntary family planning in combination with girls and women’s empowerment and its respective benefits at the population level, including slowing population growth. These types of linkages help to demonstrate resilience at the community, national, and regional levels. Specifically, as it relates to high fertility stemming from early marriage and childbearing, unintended pregnancy due to unmet need for FP and desire for large families.

In line with the objectives and priorities of the project, titled Family Planning for Resilience Building amongst youth and women in drought prone and chronically food insecure regions of Ethiopia (RESET Plus) and funded by EU Trust Fund, the action was developed in order to improve awareness of impacts of demographic pressures and consolidated family planning practices in 5 EU RESET Plus clusters to ensure proper and direct linkage between these practices and resilience. The implementation of the action and the evidence that a similar action can generate will support the mainstreaming of the concept that the ability of women, families, and communities to quickly and effectively respond to and reduce vulnerability during crises depends on a diverse set of investments that should include family planning. As a result, roughly 95% of the groups targeted by the present action are those already reached and served by the 5 EU RESET II project.

Job Requirements

Extensive skills, experiences and qualification in applying qualitative and quantitative evaluation methods, data analysis skills and facilitation skills and other relevant competencies - such as language proficiency for locally spoken languages required to conduct this evaluation. Specifically;

  • The suitable candidate firm/group should possess at least a Master’s Degree in public health, epidemiology, demography or related field and demonstrated experience in household data collection related to the areas of this ETE
  • A renewed professional license for consultancy firm in similar task
  • Experience of effective interaction with local non-government organizations, government departments, and international organizations,
  • Excellent spoken and written communication skills in English,
  • Evidences of similar work in the recent past will be a key requirement.
  • Local Language skills of data collectors, and respect of gender considerations.
  • The incumbent should have an overall understanding of the National Health sector policies and reforms.
  • They should have demonstrated experience in monitoring and evaluation of health projects/programs at regional or national levels.
  • The suitable candidate firm/group should possess at least one member with postgraduate training in public health, social sciences or related disciplines.
  • Robust experience in conducting health and nutrition surveys is a must. Experience in quantitative research using quantitative analytical tools such as SPSS/Stata, etc. is a must.
  • Experience in conducting health and social research in the five cluster areas of the project is desirable.
  • Gender knowledge and experience in applying gender sensitive research tools is desirable.
  • Minimum 75% of the evaluation team composition is expected to be part of the collection process
