Job Summary

Title: Protection Manager Ethiopia (national or expatriate)

Location: Addis Ababa, Ethiopia with frequent field travel at least 20%

Employment Category: F1

INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender-based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

OVERALL PURPOSE OF THE ROLE:

The Protection Manager is a permanent position is completed.

The Protection manager for Ethiopia will lead DRC's protection programming across the country and will technically oversee all of DRC’s activities in child protection, gender based violence, youth empowerment, psychosocial support, protection monitoring, legal aid and community based protection. He/she will provide technical oversight to DRC’s protection activities across the different field operations, ensuring the improvement and application of harmonised quality standards, represent DRC is key humanitarian coordination forums, and support a consistent integration of a rights-based approach into all DRC's programme activities across the country. DRC is providing assistance to Eritrean, Somali and South Sudanese refugees in Ethiopia as well as to Ethiopian communities affected by conflict and displacement.The Protection manager will also manage a team of technical coordinators and specialists, that are providing technical support across all field operations

RESPONSIBILITIES

Technical Oversight and Management of Protection Programming

  • Provide Technical oversight of all Protection activities in Ethiopia programming in compliance with core protection principles and DRC guidelines
  • Revise the Country level protection strategy and lead the implementation of it
  • Conduct regular protection analysis and advocacy work for the country office and produce reports to be used for information or advocacy purposes.
  • Ensure harmonization of standards and approaches and develop guidelines and Standard operating procedures for protection activities as relevant
  • Develop, adapt and oversee the roll-out and application of quality measures for DRC’s protection activities, in line with international and DRC standards.
  • Ensure that ethical and statistically-sound data collection and protection-related information management systems are in place and used for analysis, planning, evaluation, and advocacy.
  • Contribute to the development of protection project/programme proposals
  • Strengthen protection mainstreaming and AGD approach in the country office by providing support to the country office and field offices as well as the other sectoral teams

Representation

  • Represent DRC in general protection coordination meetings, such as the Protection Cluster, the Protection cluster strategic advisory group, the CP-GBV AOR and the CP/GBV working group, as well in relevant technical working groups (MHPSS working group, HLP working group), as agreed with the Head of Programme;
  • Coordinate with the Administration of Refugee and Returnee Affairs (ARRA), the Ministry of Women and Children Affairs (MOWCA), UNHCR, UNICEF, protection NGOs, and other key stakeholders on the provision of protection services;
  • Represent DRC protection programming in meetings with donors as requested by the Senior management team
  • Work closely with other agencies to implement common protection standards and develop common strategies and responses, notably through supporting and participating to protection coordination forums; and
  • Promote improved understanding of protection issues among all relevant stakeholders and ensure the observance of international protection and humanitarian law standards.

Monitoring, Reporting, and Program Development

  • Take the lead or review protection related proposals as relevant, in close collaboration with DRC’s grants, M&E and programme staff;
  • Explore new business and partnerships and work closely with technical staff, Area Managers and the Grants unit to develop quality proposals, concept notes, and budgets;
  • Develop protection-focused program monitoring tools in collaboration with M&E team
  • Undertake quality control and site monitoring to ensure that services provided are according to international best practice standards;
  • Provide technical input and quality assurance to donor and other DRC reports on protection;
  • Ensure that the design and implementation of protection activities address protection needs of refugees, IDPs, and other vulnerable populations within DRC's mandate, and contribute to the relevant durable solutions;
  • Contribute to protection mainstreaming in all DRC field offices.

Management and supervision

  • Manage a team of technical protection staff in Addis supporting the field offices
  • Support recruitment processes for the protection teams upon request from the Head of programs
  • Promote professional development by identifying training and capacity building opportunities and ensure protection staff are well versed in core protection concepts, DRC's code of conduct, accountability, respectful dialogue with the affected communities, and prevention of sexual exploitation and abuse.
  • Provide technical supervision to protection staff across DRC’s field sites, in collaboration with Area managers;
  • Develop staff capacities on protection approaches through training, mentoring and coaching

Job Requirements

Experience and Technical Competencies: (include years of experience)

  • 5-8 years' work experience within the field of law or protection, particularly within the field of migrant/IDP/refugee protection;
  • Specific experience in protection monitoring, community based protection and GBV is desirable
  • At least 5 years with international NGO's, UN agencies, relevant ministries and/or local authorities in migrants/refugee/IDP settings in complex emergencies;
  • Demonstrated experience coordinating with and supporting national and local authorities as well as humanitarian coordination forums;
  • Prior experience or familiarity with issues relating to mixed migration is a strong advantage;
  • Ability to work effectively and efficiently unsupervised;
  • Demonstrated ability to prioritize, meet deadlines and adapt in a complex and challenging environment;
  • Experience with capacity building, and in convening and facilitating trainings and workshops;
  • Excellent interpersonal skills and demonstrated ability to establish effective and working relations with staff members and other stakeholders;

Education: (include certificates, licenses etc.)

Minimum Bachelor’s degree in Social Sciences, Law, Social Work, International Development, or related field from a recognized institution.

Languages: (indicate fluency level)

  • Excellent verbal and written proficiency in English.
